e. AUTHORIZE THE CITY MANAGER TO AWARD CONTRACTS FOR AS­\nNEEDED HAZARDOUS WASTE MANAGEMENT AND EMERGENCY\nENVIRONMENTAL RESPONSE SERVICES TO PATRIOT ENVIRONMENTAL\nSERVICES, INC. ANCON MARINE, CLEAN HARBORS, INC., AND J&L\nCONSTRUCTORS, INC. FOR CONTRACT TERMS OF FIVE YEARS;\nAUTHORIZE THE CITY MANAGER TO APPROVE EXPENDITURES UP TO\n$500,000 PER CONTRACT PER YEAR\nRecommendation:\n1. Authorize the City Manager to award contracts to Patriot Environmental\nServices, Inc., Ancon Marine, Clean Harbors, Inc., and J&L Constructors for\nas­needed emergency environmental response services, with each contract\nhaving a term of five (5) years.\n2. Authorize the City Manager to approve expenditures up to $500,000 per\ncontract, per year, within the approved budgets of the solid waste budget unit\naccount 13030000­80030, wastewater budget unit account 61081000­80030\nand storm drain budget unit account 6308000­80030.
