Approve an Appropriation Adjustment and Award a Construction Contract to Mike\nBubalo Construction Co., Inc. for the Rousselle Street Flood Protection Project\n(Project No. 23­6627) (Non­General Fund)\nDepartment(s): Public Works Agency\nRecommended Action: 1. Approve an appropriation adjustment to recognize\n$831,000 in prior year fund balance in the Federal Clean Water Protection Fund, Prior\nYear Carryforward revenue account (No. 05717002­50001) and appropriate the same\namount into the Federal Clean Water Protection Enterprise, Improvements Other Than\nPage05717640­66220).\nBuilding expenditure account (No. \n(Requires five affirmative\nvotes)\n2. Approve an amendment to the Fiscal Year 2024­25 Capital Improvement Program\nto add $831,000 of Federal Clean Water Protection Enterprise funding for the\nRousselle Street Flood Protection Project (No. 23­6627).\n3. Approve the Project Cost Analysis for a total estimated construction delivery cost of\n$5,139,259, which includes $4,113,259 for the construction contract, $615,000 for\ncontract administration, inspection, and testing, and $411,000 project contingency for\nunanticipated unforeseen work.\n4. Award a construction contract to Mike Bubalo Construction Co., Inc., the lowest\nresponsible bidder, in the amount of $4,113,259, for construction of the Rousselle\nStreet Flood Protection Project, for a term beginning January 21, 2025 and ending\nupon project completion, and authorize the City Manager to execute the contract.\n5. Determine that, pursuant to the California Environmental Quality Act, the\nrecommended actions are exempt from further review. Categorical Exemption\nEnvironmental Review No. ER­2024­57 was filed with the Orange County Clerk­\nRecorder for the project.
