SECOND READING OF AN ORDINANCE AMENDING TITLE 3 25-132\n(ANIMAL REGULATIONS) OF THE COSTA MESA MUNICIPAL CODE\nBY AMENDING CHAPTER I (IN GENERAL) AND CHAPTER VI\n(SPECIAL ANIMAL PERMIT) TO PROVIDE FOR BEEKEEPING AND\nTO CLARIFY APPEAL PROCEDURES FOR SPECIAL ANIMAL\nPERMITS\nRECOMMENDATION:\n1. Staff recommends the City Council give a second reading and adopt\nOrdinance No. 2025-XX amending Title 3 (Animal Regulations) of the Costa\nMesa Municipal Code by amending Chapter I (In General) and Chapter VI\n(Special Animal Permit) to allow for the lawful keeping of bees and/or hives\nwithin the city and to clarify appeal procedures for special animal permits.\n2.
