E. AGREEMENT WITH WILLDAN FINANCIAL SERVICES TO PERFORM A\nNEXUS STUDY AND UPDATE THE CITY’S DEVELOPMENT IMPACT FEES IN\nTHE AMOUNT OF $70,500\nThe City issued a Request for Proposals (RFP) to select a firm to analyze and\nupdate the City’s development impact fees and conduct a nexus study in\naccordance with Assembly Bill (AB) 1600 (the California Mitigation Fee Act) and\nAB 602, effective January 1, 2022. Following the RFP process, City Staff\nevaluated three proposals and identified Willdan Financial Services as the firm\nbest suited to meet the project’s criteria. The total cost for Willdan Financial\nServices to prepare a nexus study and update the City’s development impact\nfees is $70,500. The 2024-2025 General Fund budget includes $60,000 for this\nproject, and the additional $10,500 in funding will come from current\nappropriations in the General Fund Finance Department budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a Professional Services Agreement with Willdan Financial Services to\nperform a nexus study and update the City’s development impact fees.
