B. ORDINANCE NO. 717 AMENDMENT TO CHAPTER 153 OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO DEFINITIONS (ZTA24-005) –\nINTRODUCTION AND FIRST READING\nSection 153.003 of the San Gabriel Municipal Code (SGMC) provides definitions\nfor terms used throughout the Zoning Code to create consistency in the\napplication of those terms when considering development standards and\npermitted uses. Due to changes in housing trends, new businesses, and a lack\nof definitions for terms found in the Zoning Code, staff is proposing this text\namendment to improve the understanding and interpretation of zoning\nregulations. Prior to drafting the new definitions, staff created a list of terms\nthat are not currently found in Section 153.003 of the SGMC and surveyed\nnearby cities to gain an understanding of how those terms are defined in\nsurrounding areas. Using this information, staff has drafted definitions that are\ntailored to San Gabriel and applicable to several sections of the Zoning Code.\nThe Fiscal Year 2024-2025 Adopted Budget includes the cost for required legal\npublication (Account #121-702-00-65-000) and codification (Account #121-\n702-00-22-000) of the ordinance, if adopted by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Zone\nText Amendment is categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommon-sense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 717;\n2. Waive full reading and introduce Ordinance No. 717 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO DEFINITIONS\n3. Waive future reading of the Ordinance and schedule the second reading\nand adoption of the Ordinance for the next regular City Council meeting.\nThe Ordinance would then become effective 30 days after adoption.\nOTHER OPTIONS FOR CONSIDERATION\nThe action of the City Council may be to approve, approve with modifications,\nor deny the proposed zone text amendment.\nIf the City Council determines that the proposed ordinance or any part of the\nordinance should be denied, the appropriate motion should be adopted.
