B.19. MEMORANDUM OF UNDERSTANDING WITH SOUTHERN CALIFORNIA\nASSOCIATION OF GOVERNMENTS FOR A REGIONAL EARLY ACTION\nPLANNING GRANT PROGRAM OF 2021 AWARD (N. MARICICH, J.\nALKIRE, F. CONTRERAS, T. FARRIS, E. ROTMAN]:\nSUBJECT: The City Council will consider adopting a Resolution to enter a\nMemorandum of Understanding for REAP 2.0 Notice of Funds Available for\nLasting Affordability Program Grant (“MOU”) with the Southern California\nAssociation of Governments (“SCAG”) as part of the Regional Early Action\nPlanning Grant Program of 2021 (“REAP 2.0”). The grant will support the City’s\nfeasibility study for establishing a Community Land Trust (“CLT”) and exploring\nalternative strategies and models to preserve, improve, and develop permanent\naffordable housing, as outlined in the City’s certified 6th Cycle Housing Element.\nThis action is exempt from CEQA.\nRECOMMENDATIONS: 1) Adopt Resolution 25-______: “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD AUTHORIZING\nACCEPTANCE OF REGIONAL EARLY ACTION PLANNING GRANT\nPROGRAM OF 2021 FUNDING IN AN AMOUNT UP TO $150,000;\nAUTHORIZING CITY MANAGER TO EXECUTE A MEMORANDUM OF\nUNDERSTANDING AND ANY OTHER NECESSARY DOCUMENTS TO MEET\nTHE GRANT REQUIREMENTS; AND FINDING THE MEMORANDUM OF\nUNDERSTANDING NOT A PROJECT UNDER CEQA PURSUANT TO STATE\nCEQA GUIDELINES SECTION 15378(B)(4) OR ALTERNATIVELY EXEMPT\nFROM CEQA PURSUANT TO STATE CEQA GUIDELINES SECTION 15262;”\nand 2) Authorize City Manager or designee to execute the memorandum of\nunderstanding and all necessary contracts, payment requests, and amendments\nfor the purposes of securing grant funds, and to implement and carry out the\npurposes specified in the grant application.
