RIVAS, A. SHANDI]:\nSUBJECT: The City of West Hollywood (“City”) City Council will consider the\napproval of a professional services agreement (“PSA”) with Flock Group,\nIncorporated (“Flock”) to purchase subscriptions for live and recorded video\ncameras at fixed locations City-wide and for a mobile security trailer equipped\nwith live and recorded video cameras that can be deployed in the City.\nRECOMMENDATIONS: 1) Approve a PSA with Flock to purchase subscriptions\nfor live and recorded video cameras at fixed locations and a mobile security\ntrailer for up to five (5) years for a total not-to-exceed amount of nine hundred\nsixty-eight thousand seven hundred fifty dollars (“$968,750”) ($220,750 for first\nyear including installation costs and $187,000 every year after should the\nprogram receive approval to continue), with the option of the City to terminate\nthe PSA after giving Flock at least thirty (30) calendar days written notice; and 2)\nAuthorize the City Manager, or designee, to execute all documents incident to\nthe Agreement.

SHANDI]:\nSUBJECT: The City of West Hollywood (“City”) City Council will consider the\napproval of a professional services agreement (“PSA”) with Flying Lion,\nIncorporated (“Flying Lion”) for the training, equipment, software, staffing, and\nuse of drones as first responders that will be deployed in the City.\nRECOMMENDATIONS: 1) Approve a PSA with Flying Lion for the training,\nequipment, software, staffing, and use of drones as first responders for a total\nnot-to-exceed amount of two hundred and fifty thousand dollars (“$250,000”);\nand 2) Authorize the City Manager, or designee, to execute all documents\nincident to the Agreement.

TICUN]:\nSUBJECT: The City Council will consider approval of a Construction Agreement\nwith Hardy & Harper, Inc. to construct CIP No. 2503, Concrete Repair Program\nPhase XIV – CDBG Project No. 602685-24. FARRIS, E. ROTMAN]:\nSUBJECT: The City Council will consider adopting a Resolution to enter a\nMemorandum of Understanding for REAP 2.0 Notice of Funds Available for\nLasting Affordability Program Grant (“MOU”) with the Southern California\nAssociation of Governments (“SCAG”) as part of the Regional Early Action\nPlanning Grant Program of 2021 (“REAP 2.0”). GARLAND]:\nSUBJECT: The City Council will hold a public hearing to consider proposed\nspeed limit reductions, enabling Municipal Code changes, and the associated\ndesignation of safety corridors and business activity districts, as recommended\nin the WeHo Target Vision Zero Action Plan. SAFRIET, F. GOMEZ, B. LUBIN]:\nSUBJECT: The City Council will receive an update on the “City of West\nHollywood Five-Year Plan to Address Homelessness in Our Community” (2018).\nBuilding on the progress of the plan and in response to evolving challenges and\nopportunities in housing and homelessness, the City proposes to evaluate its\ncurrent approach and explore potential updates for the future. To guide a scope\nof work for this assessment, the City seeks input from the City Council, including\nin areas such as outcomes to achieve in 2025 and beyond, stakeholder groups\nto consult during the assessment, and focus areas for policy and other research.\nRECOMMENDATIONS: 1) Receive and file an update on the “City of West\nHollywood Five-Year Plan to Address Homelessness in Our Community” (2018);\nand 2) Provide input on a scope of work for a planned assessment of the City of\nWest Hollywood’s approach to addressing homelessness and potential updates\nmoving forward.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to hire a consultant to\nperform an assessment of pedestrian lighting with an emphasis on residential\nneighborhoods in West Hollywood. This is a public safety item; whereas,\npedestrian safety, crime reduction, safer walking conditions with bright\nilluminated sidewalks, all add to an overall increase in public safety. Nighttime\nsafety is critical to live, work, and play in West Hollywood. The assessment will\ninclude conducting a survey of current lighting, while correlating specific areas of\nlighting to existing public safety Part 1 and Part 2 crime data and providing\nrecommendations to the City on potential interventions to increase visibility and\nenhance public safety. The City Council will also consider providing direction to\nstaff to research options to retrofit and modernize the blue globe pedestrian\nlights along Santa Monica Boulevard.\n\nRECOMMENDATIONS: 1) Direct staff to hire a consultant to perform an\nassessment of current pedestrian lighting with an emphasis on residential\nneighborhoods in West Hollywood; and correlate areas of lighting with Public\nSafety Part 1 and Part 2 crime data to identify locations to target interventions as\nneeded; 2) Direct staff to hire a lighting designer or a lighting design firm to\ndesign and/or purchase new fixtures, bulbs, transformers, etc. to retrofit and\nmodernize the existing notable blue globe pedestrian lighting infrastructure\nalong Santa Monica Boulevard; and 3) Return to City Council with\nrecommendations for improvements to pedestrian lighting with the goal of\nincreasing visibility and enhancing public safety.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to evaluate the existing\nemergency plan in place for addressing wildfires and severe wind, review the\nCity’s response to the recent fires in Los Angeles County, and take appropriate\nsteps to update protocols based on lessons learned and best practices.\nRECOMMENDATIONS: 1) Review the City’s existing emergency plan –\nincluding evacuation routes, emergency shelter locations outside of the City in\nthe event of a major incident, evacuation protocols for disabled residents – and\nupdate protocols based on lessons learned and best practices from the recent\nfires in Los Angeles County; 2) Intensely promote the Nixle alert system with a\ngoal of achieving 75% sign-ups in the West Hollywood community; 3) Identify\nappropriate opportunities during the year to recognize and thank the Los\nAngeles County Fire Department and the Los Angeles City Fire Department who\neffectively stopped the Sunset Fire from spreading to West Hollywood; 4)\nAuthorize the City Manager or his designee to provide City support above and\nbeyond what is currently outlined in mutual aid agreements if deemed necessary\nto assist areas devastated by recent fires; and 5) Provide further direction as\nappropriate to help the City of West Hollywood address future extreme wildfire\nand severe wind incidents and other emergencies.
