8G. Award a construction contract for the Olivenhain Trail Enhancements Project\n(CP23E) to L.C. Paving & Sealing, Inc. Environmental Considerations: The\nproposed project is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Section 15301(c) of the CEQA Guidelines. This section\nexempts projects characterized as minor alteration of existing public facilities,\ninvolving negligible or no expansion of existing use. The types of existing\nfacilities include bicycle and pedestrian trails. The proposed project meets the\ncriteria for this exemption. None of the exceptions in Section 15300.2 of the\nCEQA Guidelines are applicable to the project. Contact Person: Senior\nEngineer Baldenegro\nRecommended Action: 1) Adopt City Council Resolution No. 2025-05 titled,\n"A Resolution of the City Council of the City of Encinitas, California, Amending\nthe Fiscal Year 2024-25 Budget" to appropriate $17,366 to the Olivenhain Trail\nEnhancements Project (CP23E); and 2) Authorize the City Manager, or\ndesignee, to execute a contract in substantial form and any necessary\namendments and time extensions, in consultation with the City Attorney, with\nL.C. Paving & Sealing, Inc., in the amount of $146,940 plus 15 percent\ncontingency of $22,041 for a total construction contract not-to-exceed amount\nof $168,981 for constructing approximately 1,160 linear feet of two (2) rail\ncomposite fence along the east side of Rancho Santa Fe Road from Lone\nJack Road to south of 13th Street.\n2025-01-22 Item 08G Olivenhain Trail Enhancements (CP23E) Contract Award
