STUDY SESSION ON HOMESTEADING\nAt the September 24, 2024 City Council meeting, Mayor Pro Tem Torres requested the\nfollowing item be agendized for discussion: “Request to Hold a Study Session Relating to\nHomesteading Within the City.” At its meeting of October 8, 2024, the City Council\nreceived consensus and directed staff to proceed.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nor governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2.
