AN ORDINANCE AMENDING PROVISIONS OF STANTON MUNICIPAL CODE\nCHAPTER 2.32 OF TITLE 2 REGARDING THE PARKS, RECREATION AND\nCOMMUNITY SERVICES COMMISSION\nThe City Council recently directed staff to bring back an ordinance that fixed the number\nof Parks, Recreation and Community Services Commissioners from seven members, to\nfive members. The proposed ordinance implements that change and also proposes\nrenaming the Commission to the “Community Services Commission.”\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15061(b)(3) as the activity is covered by the\ngeneral rule that CEQA applies only to projects which have the potential for causing\nsignificant effect on the environment. Where it can be seen with certainty that there\nis no possibility that the activity in question may have a significant effect on the\nenvironment, the activity is not subject to CEQA; and\n2. Introduce Ordinance No. 1159, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA AMENDING CHAPTER 2.32 OF TITLE 2 OF THE STANTON\nMUNICIPAL CODE REGARDING THE PARKS, RECREATION, AND\nCOMMUNITY SERVICES COMMISSION’S NAME, NUMBER, AND\nAPPOINTMENT PROCESS”; and\n3. Set said ordinance for adoption at the February 11, 2025 regularly scheduled City\nCouncil meeting.

City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. RENEWAL OF DECLARATION THAT AN EMERGENCY CONDITION EXISTS\nARISING FROM DAMAGE TO THE WESTERLY END STANTON PARK PEDESTRIAN\nBRIDGE\nConsideration of the City Council to continue declaring the repair an emergency. The\nwesterly end pedestrian bridge at Stanton Park has been damaged and unusable since\nJune 2023. The pedestrian bridge is a major pedestrian walkway serving many of the\nresidents of the City.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. AWARD OF CONSTRUCTION CONTRACT FOR THE FISCAL YEAR (FY) 2023/24\nCITYWIDE ALLEY RESURFACING PROJECT (TASK CODE NO. 2024-101)\nNine bids for the FY 2023/24 Citywide Alley Resurfacing Project were opened on\nDecember 10, 2024. Based on the post-bid analysis of the bids received, staff has\ndetermined the bid submitted by Sequel Contractors, Inc. to be the lowest responsible\nand responsive bid at $631,370.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor alteration of\nexisting streets, sidewalks, gutters, and similar facilities; and\n2. Award a construction contract for the FY 2023/24 Citywide Alley Resurfacing Project\nto Sequel Contractors, Inc. for the bid amount of $631,370 and reject all other bids;\nand\n3. Authorize the City Manager to bind the City of Stanton and Sequel Contractors, Inc.\nin a contract for the construction; and\n4. Authorize the City Manager to approve contract change orders, not to exceed\n$63,137; and\n5. Authorize the City Manager to amend the adopted OCTA FY 2024/2025 – FY 2030/31\nMeasure M Seven Year Capital Improvement Program to include the FY 2023/24\nCitywide Alley Resurfacing Project.

AUTHORITY TO ADVERTISE FOR CONSTRUCTION OF CITYWIDE SIGN\nREPLACEMENT PROJECT (PHASE 1)\nThe plans, specifications, and necessary documents for the Citywide Sign Replacement\nProject (Phase 1) are complete. The City Engineer is recommending City Council approve\nthe specifications and plans for bidding, subject to revision by the City Engineer and the\nCity Attorney, to ensure the construction contract is awarded in an efficient and timely\nmanner. The Project plans and specifications are available in the City Engineer’s Office\nfor review.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 2, Section 15302 as replacement of existing structures and\nfacilities; and\n2. Approve the bid specifications and plans, subject to revisions required by the City\nEngineer and the City Attorney; and\n3. AWARD A PROFESSIONAL SERVICES AGREEMENT TO NOBEL SYSTEMS, INC.\nFOR GIS SERVICES\nThe City requires the services of a qualified consultant to provide a Geographic\nInformation System (GIS), which is a vital information tool for effectively conducting City\nduties and supporting decision making. Pursuant to the Purchasing Policy, staff is\nrequesting an exception to the standard procurement procedures through the use of\nCooperative Purchasing and is recommending award of a Professional Services\nAgreement to Nobel Systems, Inc. for a term of three years.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California Quality\nAct (“CEQA”), since the action herein does not constitute a “project” as defined by\nSection 15378 of the CEQA guidelines; and\n2. Authorize staff to exercise an exception to the standard procurement procedures\nthrough the use of Cooperative Purchasing; and\n3. Award a Professional Services Agreement to Nobel Systems, Inc. to provide GIS\nservices for a term of three years in an amount not-to-exceed $43,350 or $14,450\nannually; and\n4. Authorize the City Manager to bind the City of Stanton and Nobel Systems, Inc. in an\nAgreement to provide the services.

APPROVAL OF FIRST AMENDMENT TO AGREEMENT FOR TOWING SERVICES\nThe City Council will consider approval of the First Amendment to the Agreement for\nGeneral Services – Towing Services with Action Southland Enterprises, Inc., DBA Action\nSouthland Towing to extend the term of the Agreement to September 30, 2025. Action\nSouthland Towing currently provides towing services for the City and the Orange County\nSheriff’s Department.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n("CEQA") pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Approve the First Amendment to the existing Agreement for General Services -\nTowing Services with Action Southland Enterprises, Inc., DBA Action Southland\nTowing; and\nJanuary 28, 2025\n3. Authorize the City Manager to bind the City of Stanton and Action Southland\nEnterprises, Inc., DBA Action Southland Towing in a contract to provide towing\nservices to the City of Stanton for an extended term from September 30, 2024 to\nSeptember 30, 2025.

RESOLUTION INITIATING PROCEEDINGS AND ORDERING THE ENGINEER TO\nPREPARE AND TO FILE A REPORT FOR THE STANTON LIGHTING AND\nLANDSCAPING DISTRICT NO. 1\nAs part of the annual update to the Lighting and Landscaping District No. 1, certain\nprocedural resolutions must be adopted by the City Council. The proposed resolution\norders the Engineer’s report for the Fiscal Year 2025/26 update.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2.
