9F. AWARD OF CONSTRUCTION CONTRACT FOR THE FISCAL YEAR (FY) 2023/24\nCITYWIDE ALLEY RESURFACING PROJECT (TASK CODE NO. 2024-101)\nNine bids for the FY 2023/24 Citywide Alley Resurfacing Project were opened on\nDecember 10, 2024. Based on the post-bid analysis of the bids received, staff has\ndetermined the bid submitted by Sequel Contractors, Inc. to be the lowest responsible\nand responsive bid at $631,370.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor alteration of\nexisting streets, sidewalks, gutters, and similar facilities; and\n2. Award a construction contract for the FY 2023/24 Citywide Alley Resurfacing Project\nto Sequel Contractors, Inc. for the bid amount of $631,370 and reject all other bids;\nand\n3. Authorize the City Manager to bind the City of Stanton and Sequel Contractors, Inc.\nin a contract for the construction; and\n4. Authorize the City Manager to approve contract change orders, not to exceed\n$63,137; and\n5. Authorize the City Manager to amend the adopted OCTA FY 2024/2025 – FY 2030/31\nMeasure M Seven Year Capital Improvement Program to include the FY 2023/24\nCitywide Alley Resurfacing Project.
