8.b. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-009,\nAUTHORIZING THE REPROGRAMMING AND PROGRAMMING OF\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR\nFISCAL YEARS (FY) 2024-25 and FISCAL YEARS (FY) 2025-26\nStaff recommends amending the Fiscal Year 2024-2025 CDBG\nConsolidated Plan to request additional CDBG Revolving Funds for an\nexisting project and to program CDBG funds for Fiscal Year 2025-2026.\nRECOMMENDED ACTION: Staff Recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Adopt Resolution No. 25-009, allowing the City to revise its CDBG\nConsolidated Action Plan for the use of CDBG funds for FY 2024-\n25 and FY 2025-26; and\n4. Allow the City Manager to adjust the CDBG Program budgets as\nnecessary throughout FY 2024-25 and FY 2025-26, for the timely\nexpenditure of CDBG funds according to the CDBG drawdown\nguideline.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Revising the allocation of\nfederal funds is an administrative action that would not cause either a\ndirect physical change in the environment or a reasonably foreseeable\nindirect physical change in the environment. Therefore, the proposed\naction is not a “project” subject to CEQA, as defined in Section 21065 of\nCEQA and Section 15378 of the State CEQA Guidelines.
