CONSIDERATION OF REJECTION OF BID AND AUTHORIZATION TO\nRE-ADVERTISE FOR BIDS FOR SYSTEMIC SAFETY IMPROVEMENTS\nAT SIGNALIZED INTERSECTIONS, HSIPL-5352(025), CITY PROJECT\nNO. 607\nThe City received a single bid for the Systemic Safety Improvements at\nSignalized Intersections Project (“City Project No. 607”), the bid contained\na discrepancy. Due to the discrepancy, staff recommends that the City\nCouncil approve the rejection of the bid and authorize staff to re-advertise\nthe project.\nCity Project No. 607 involves installation of raised pavement markers,\nstriping, pedestrian crosswalks, and traffic signal adjustments\n(implementation of leading pedestrian interval (LPI)) at various signalized\nintersections. Due to a discrepancy in the bid received, staff seeks City\nCouncil approval to reject the bid and authorize staff to re-advertise the\nproject.\nRECOMMENDED ACTION: Staff recommends City Council reject the bid\nand authorize the re-advertisement of the construction bid package for the\nSystemic Safety Improvements at Signalized Intersections Project.

CONSIDERATION FOR AUTHORIZATION OF RESOLUTION NO. 25-\n008 APPROVING A MEMORANDUM OF AGREEMENT WITH THE SAN\nGABRIEL VALLEY COUNCIL OF GOVERNMENT (SGVCOG) FOR THE\nACTIVE STREETS CORAZÓN DEL VALLE 2025 EVENT\nStaff recommends City Council authorize the City Manager to execute a\nMemorandum of Agreement (MOA) with the San Gabriel Valley Council of\nGovernments (SGVCOG) and the City of El Monte for the Active Streets:\nCorazón del Valle event for the planning, coordinating, outreach, and/ or\nstaging of the event.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Resolution No. 25-008 approving a Memorandum of Agreement\n(MOA) with the San Gabriel Valley Council of Government and the\nCity of El Monte for the Corazon del Valle event; and\n2. Authorize the City Manager or designee to negotiate and execute\nthe agreement.

CUP 21-13 TO\nALLOW FOR THE DEVELOPMENT OF A NEW 156,877 SQUARE FOOT\nWAREHOUSE BUILDING TO BE LOCATED AT 2222 ROSEMEAD\nBOULEVARD\nAppeal of Planning Commission Resolution No. 24-09 adopting a\nmitigated negative declaration and approval of Conditional Use Permit No.\n24-09.\nRECOMMENDED ACTION: Pursuant to Government Code Section\n54955.1 this hearing has been continued to February 18, 2025.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-009,\nAUTHORIZING THE REPROGRAMMING AND PROGRAMMING OF\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR\nFISCAL YEARS (FY) 2024-25 and FISCAL YEARS (FY) 2025-26\nStaff recommends amending the Fiscal Year 2024-2025 CDBG\nConsolidated Plan to request additional CDBG Revolving Funds for an\nexisting project and to program CDBG funds for Fiscal Year 2025-2026.\nRECOMMENDED ACTION: Staff Recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Adopt Resolution No. 25-009, allowing the City to revise its CDBG\nConsolidated Action Plan for the use of CDBG funds for FY 2024-\n25 and FY 2025-26; and\n4. Allow the City Manager to adjust the CDBG Program budgets as\nnecessary throughout FY 2024-25 and FY 2025-26, for the timely\nexpenditure of CDBG funds according to the CDBG drawdown\nguideline.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Revising the allocation of\nfederal funds is an administrative action that would not cause either a\ndirect physical change in the environment or a reasonably foreseeable\nindirect physical change in the environment. Therefore, the proposed\naction is not a “project” subject to CEQA, as defined in Section 21065 of\nCEQA and Section 15378 of the State CEQA Guidelines. PRESENTATION OF DESIGN OPTIONS FOR CIVIC CENTER AND\nINTERJURISDICTIONAL BICYCLE LANES PROJECT\nThe project includes installation of bicycle and pedestrian mobility\nimprovements along Santa Anita Avenue and Tyler Avenue. The project is\ncurrently in the design phase, and staff seeks City Council direction on two\ndesign alternatives presented for the proposed bicycle facilities within\nproject limits.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Receive presentation and provide direction regarding whether to\nimplement Design Option 1 or Design Option 2 for the project; and\n2. Direct the City Manager to finalize project design based on the\nselected Design Option.

CONSIDERATION AND APPROVAL OF RESOLUTION 25-012,\nADOPTING AND APPROVING THE UPGRADED PAY SCHEDULE &\nBENEFITS OF THE PUBLIC WORKS DIRECTOR POSITION\nOn September 24, 2024, the City Council approved Resolution No. 24-\n226, approving cost of living adjustments for non-represented executives\nand part-time employees. This resolution will upgrade the salary range of\nthe Public Works Director position to be externally competitive and\ninternally equitable.\nRECOMMENDED ACTION: Staff recommends City Council consider\nadopting Resolution No. 25-012, approving a revised monthly salary\nschedule for the Public Works Director position.
