18. Amendments to the El Cajon Municipal Code - Title 16 and Title\n17, and Specific Plan No. 182\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the titles.\nAn Ordinance Amending Chapter 16.12 of the El Cajon Municipal\nCode Addressing Ministerial Approval of Certain Subdivisions.\nAn Ordinance Approving an Amendment to Title 17 of the El Cajon\nMunicipal Code (Zoning Code) for Housing and Commercial Land\nUses, and Other Minor Technical Changes, Revisions, and Edits.\nAn Ordinance Approving an Amendment to Specific Plan No. 182\nto Allow Additional On-Sale Only Alcoholic Beverage\nEstablishments, Adding Requirements for Decorative Lighting, and\nProhibiting Animated or Flashing Signs Including Light Ropes, and\nOther Non-Substantive Changes Including Clarifying Retail\nMerchandise Window Display Requirements.\nThe proposed updates are exempt from the provisions of the\nCalifornia Environmental Quality Act (“CEQA”) according to the\ncommon sense exemption (State CEQA Guidelines, section\n15061(b)(3)). The common sense exemption applies where it can\nbe seen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment. The\nproposed amendment does not result in any development or\nchanges to the physical environment and does not raise this\nproject to a level of significance that warrants CEQA analysis.
