Amendments to the El Cajon Municipal Code - Title 16 and Title\n17, and Specific Plan No. 182\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the titles.\nAn Ordinance Amending Chapter 16.12 of the El Cajon Municipal\nCode Addressing Ministerial Approval of Certain Subdivisions.\nAn Ordinance Approving an Amendment to Title 17 of the El Cajon\nMunicipal Code (Zoning Code) for Housing and Commercial Land\nUses, and Other Minor Technical Changes, Revisions, and Edits.\nAn Ordinance Approving an Amendment to Specific Plan No. 182\nto Allow Additional On-Sale Only Alcoholic Beverage\nEstablishments, Adding Requirements for Decorative Lighting, and\nProhibiting Animated or Flashing Signs Including Light Ropes, and\nOther Non-Substantive Changes Including Clarifying Retail\nMerchandise Window Display Requirements.\nThe proposed updates are exempt from the provisions of the\nCalifornia Environmental Quality Act (“CEQA”) according to the\ncommon sense exemption (State CEQA Guidelines, section\n15061(b)(3)). The common sense exemption applies where it can\nbe seen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment. The\nproposed amendment does not result in any development or\nchanges to the physical environment and does not raise this\nproject to a level of significance that warrants CEQA analysis.

Conflicts in State and Federal Immigration Laws and Policies\nRECOMMENDATION:\nThat the City Council considers one of two options:\n1. wait to take action until the Federal and State governments\nresolve inconsistencies in their respective immigration laws\nand policies, or\n2. adopt a Resolution that:\nseeks additional clarification from State and Federal\nofficials on the inconsistencies in their respective\nimmigration laws and policies,\ndeclares the City’s intent to ensure the public safety of all\nresidents, and\nasserts the City’s intent to comply with Federal\nimmigration law to the legal extent permissible under SB\n54 and other applicable laws to remove violent criminals\nfrom our community.
