A.4. Reclassification of Staff Positions, and the Addition of a Full-Time Ocean\nLifeguard Classification to the City’s Classification and Compensation Plan\nand Approving the Sideletter with the Solana Beach Employees’ Association\n– Marine Safety Unit. (File 0510-40)\nRecommendation: That the City Council\n1. Adopt Resolution 2025-010 approving the updates to the FY 2024/2025\nSalary and Compensation Plans to include the following:\na. Creation of the Deputy Director of Public Works classification (Attachment\n3) and the reclassification of the current Public Works Operations Manager\ninto this new role.\nb. Incorporate the Deputy Director of Public Works classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M7 (Attachment 2).\nc. Creation of the Senior Insurance & Risk Manager classification (Attachment\n4) and the reclassification of the current Risk Manager into this new role.\nd. Incorporate the Senior Insurance & Risk Manager classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M4-A (Attachment\n2).\ne. Creation of the Sustainability Program Manager classification (Attachment\n5) and the reclassification of the current Senior Management Analyst\n(Sustainability) into this new role.\nf. Incorporate the Sustainability Program Manager classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M4 (Attachment 2).\ng. Creation of two full-time Senior Ocean Lifeguard classifications (Attachment\n6) and incorporate this newly created classification to the FY 2024/2025\nMarine Safety Salary Schedule 4, pay grade MS-7001 (Attachment 7).\nh. Approve the reclassification of one of the three (3) current Marine Safety\nSergeants to a Marine Safety Lieutenant position for a total of two (2)\nLieutenants in the Marine Safety Department.\n2. Adopt Resolution 2025-011 approving the Side letter between the City and\nthe SBEA-MSU to reflect the recommended changes above as they pertain\nto the Marine Safety Unit.\n3. Authorize the City Treasurer to amend the FY 2024/2025 Adopted Budget\naccordingly.\nItem A.4.
