(File 0510-40)\nRecommendation: That the City Council\n1. Adopt Resolution 2025-010 approving the updates to the FY 2024/2025\nSalary and Compensation Plans to include the following:\na. Creation of the Deputy Director of Public Works classification (Attachment\n3) and the reclassification of the current Public Works Operations Manager\ninto this new role.\nb. Incorporate the Deputy Director of Public Works classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M7 (Attachment 2).\nc. Creation of the Senior Insurance & Risk Manager classification (Attachment\n4) and the reclassification of the current Risk Manager into this new role.\nd. Incorporate the Senior Insurance & Risk Manager classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M4-A (Attachment\n2).\ne. Creation of the Sustainability Program Manager classification (Attachment\n5) and the reclassification of the current Senior Management Analyst\n(Sustainability) into this new role.\nf. Incorporate the Sustainability Program Manager classification to the FY\n2024/2025 Management Salary Schedule 1, pay grade M4 (Attachment 2).\ng. Creation of two full-time Senior Ocean Lifeguard classifications (Attachment\n6) and incorporate this newly created classification to the FY 2024/2025\nMarine Safety Salary Schedule 4, pay grade MS-7001 (Attachment 7).\nh. Approve the reclassification of one of the three (3) current Marine Safety\nSergeants to a Marine Safety Lieutenant position for a total of two (2)\nLieutenants in the Marine Safety Department.\n2. Adopt Resolution 2025-011 approving the Side letter between the City and\nthe SBEA-MSU to reflect the recommended changes above as they pertain\nto the Marine Safety Unit.\n3. B.1. Public Hearing: 501 S. Rios, Applicant: Ackad, Case: DRP23-007, SDP23-009,\nAPN: 298-092-05. (File 0600-40)\nRecommendation: That the City Council\nThe proposed project meets the minimum zoning requirements under the SBMC,\nmay be found to be consistent with the General Plan and may be found, as\nconditioned, to meet the discretionary findings required as discussed in this report\nto approve a DRP. Therefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council\nDisclosures, Receive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant\nto Section 15303 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt\nResolution 2025-004 conditionally approving a DRP/SDP to demolish the\nexisting development onsite and construct a replacement multi-level residence\nwith a subterranean basement, attached garages, and perform associated site\nimprovements at 501 South Rios Avenue, Solana Beach.

Conduct the Public Hearing: Open the Public Hearing, Report Council\ndisclosures, Receive public testimony, Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant\nto Section 15301 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approved the project, adopt\nResolution 2025-006 conditionally approving a CUP to entitle a physically\nexisting mono-broadleaf tree WCF and associated equipment located at 1505\nLomas Santa Fe Drive, Solana Beach.\nItem B.2. Public Hearing: 705 Barbara, Applicant: Watkins, Case: DRP23-013 APN:\n263-091-07 (File 0600-40)\nThe proposed project meets the minimum zoning requirements under the SBMC,\nmay be found to be consistent with the General Plan, and may be found, as\nconditioned, to meet the discretionary findings and supplemental regulations\nrequired to approve a DRP in the HOZ and SAOZ. Therefore, should the City\nCouncil be able to make the findings to approve the DRP, Staff recommends that\nthe City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council\nDisclosures, Receive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant\nto Section 15301 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt\nResolution 2025-007 conditionally approving a DRP to legalize unpermitted\nsite improvements including grading, drainage, hardscape, landscaping,\nfences and walls, a deck, and a swim spa at 705 Barbara Avenue, Solana\nBeach.
