14. CALIFORNIA ENCAMPMENT RESOLUTION FUNDING GRANT TO PROVIDE SERVICES TO ASSIST\nINDIVIDUALS AND HOUSEHOLDS EXPERIENCING VEHICULAR HOMELESSNESS IN THE CITY OF\nCARLSBAD AND RELATED PROFESSIONAL SERVICES AGREEMENTS – 1) Adoption of a resolution\nauthorizing the City Manager to execute a grant agreement and related program documents with the\nCalifornia Department of Housing and Community Development and appropriate $2,994,224.71 to the\nCity’s State Grant Special Revenue Fund’s fiscal year 2024-25 operating budget; and\n2) Adoption of a resolution authorizing the City Manager to execute professional services agreements\nwith Interfaith Community Services and Community Resource Center to provide services identified in\nthe approved Encampment Resolution Funding Grant to assist individuals and households\nexperiencing vehicular homelessness in the City of Carlsbad and authorizing a professional services\nprocurement exemption.
