7. Award a Professional Design Services Agreement to SWA Group, in the amount of $1,390,875,\nfor the La Palma Park and Swan Street Parking Lot Renovation Project; authorize the Director\nof Community Services, or designee, to execute the agreement and related documents and to\ntake the necessary actions to implement and administer the agreement and authorize de\nminimis changes that do not substantially change the terms and conditions of the agreement,\nas determined by the City Attorney's Office; authorize the Director of Community Services to\nincrease the contract amount by up to 10%, if such increase is necessary; and determine that\nthis action is categorically exempt from the California Environmental Quality Act pursuant to\nSection 15306 of Title 14 of California Code of Regulations (Information Collection).
