F. ORDINANCE NO. 717: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE TO UPDATE THE SAN GABRIEL MUNICIPAL CODE\nRELATING TO DEFINITIONS (ZTA24-005) – SECOND READING AND\nADOPTION\nSection 153.003 of the San Gabriel Municipal Code (SGMC) provides definitions\nfor terms used throughout the Zoning Code to create consistency in the\napplication of those terms when considering development standards and\npermitted uses. Due to changes in housing trends, new businesses, and a lack\nof definitions for terms found in the Zoning Code, staff is proposing this text\namendment to improve the understanding and interpretation of zoning\nregulations. Ordinance No. 717 was approved at introduction by a 5-0 vote of\nthe City Council at the January 21, 2025, City Council Meeting.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Zone\nText Amendment is categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommon-sense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council waive full reading and conduct second\nreading by title only and adopt Ordinance No. 717 entitled, “An Ordinance of\nthe City Council of the City of San Gabriel, California, Approving Planning Case\nNo. ZTA24-005, Amending Title XV, Chapter 153 (Zoning) Relating to\nDefinitions.”
