ACCEPTANCE OF CONGRESSIONAL GRANT IN THE AMOUNT OF $225,000\nFOR EMERGENCY OPERATIONS CENTER UPGRADES\n[RESOLUTION NO. 25-06]\nThe City of San Gabriel has been awarded grant funds from Congresswoman\nJudy Chu in the amount of $225,000 to be used to update and make structural\nrepairs to the Emergency Operations Center. The project scope includes\nmodernization of existing equipment, installation of new communication\nsystems, and structural upgrades to enhance facility functionality. The grant\naward of $225,000 requires a match of $75,000, making the total amount\navailable to expend $300,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-06 to approve\nthe following:\n1. Amend the estimated revenue (account 186-3225) and appropriation\n(transfers out) in Other Grants Fund by $225,000 and increase estimated\nrevenue (transfers in) and appropriation in Capital/Special Projects Funds\n(account 124-761-57-99-380) by $225,000 and appropriation in the Trust\nFund (account 171-761-11-99-382) by $75,000.\n2. Authorize the Fire Chief or designee to accept the grant and purchase the\nitems and services needed to complete the project under the City’s\npurchasing policy.\n3. Authorize the City Manager to execute the subrecipient agreement between\nthe City and the State of California.

FIREWORK DISPLAY PERMIT – SAN GABRIEL SUPERSTORE\nPyro Spectaculars, a California State Licensed Pyrotechnics Company, has\napplied for a permit on behalf of the San Gabriel Superstore for a Firecracker\nDisplay Saturday, February 8, 2025. The display is scheduled to begin at 11:00\nA.M. and last for approximately 15 minutes. A fee of $81.00 is due at the time\nof permit issuance.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Fire Chief or Deputy Fire\nMarshal to issue a Fireworks Permit to Pyro Spectaculars, Incorporated,\ncontingent on the meeting the conditions of the application.

E. PURCHASE OF FIRE HOSE IN THE AMOUNT OF $94,468.86\nThe San Gabriel Fire Department is seeking approval to purchase fire hose as\npart of routine end of service life replacement. Fire hose replacement of up to\n$100,000 is included in the approved Fiscal Year 2024-2025 budget. The\nproposed purchase from Municipal Emergency Services Incorporated is made\nunder Sourcewell Contract #020124, in the amount of $94,468.86.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to issue a\npurchase order in the amount of $94,468.86 to Municipal Emergency Services,\nIncorporated for the purchase of Fire Hose as detailed in the report and\nquotation.

F. ORDINANCE NO. 717: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE TO UPDATE THE SAN GABRIEL MUNICIPAL CODE\nRELATING TO DEFINITIONS (ZTA24-005) – SECOND READING AND\nADOPTION\nSection 153.003 of the San Gabriel Municipal Code (SGMC) provides definitions\nfor terms used throughout the Zoning Code to create consistency in the\napplication of those terms when considering development standards and\npermitted uses. Due to changes in housing trends, new businesses, and a lack\nof definitions for terms found in the Zoning Code, staff is proposing this text\namendment to improve the understanding and interpretation of zoning\nregulations. Ordinance No. 717 was approved at introduction by a 5-0 vote of\nthe City Council at the January 21, 2025, City Council Meeting.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Zone\nText Amendment is categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommon-sense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council waive full reading and conduct second\nreading by title only and adopt Ordinance No. 717 entitled, “An Ordinance of\nthe City Council of the City of San Gabriel, California, Approving Planning Case\nNo. ZTA24-005, Amending Title XV, Chapter 153 (Zoning) Relating to\nDefinitions.”

PRESENTATION AND ACCEPTANCE OF THE ANNUAL COMPREHENSIVE\nFINANCIAL REPORT AND OTHER AUDIT REPORTS FOR THE FISCAL YEAR\nENDED JUNE 30, 2024\nThe certified public accounting firm of Moss, Levy, Hartzheim, LLP was engaged\nby the City Council to perform an audit of the financial statements and conduct\ncompliance testing of the City of San Gabriel for the Fiscal Year ended June 30,\n3034. Moss, Levy, Hartzheim, LLP conducted the audit in accordance with the\ngenerally-accepted auditing standards and issued an unqualified (clean) audit\nopinion on the financial statements. This report provides a summary of the\naudit to be used as a companion to the published Annual Comprehensive\nFinancial Report.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends City Council receive and file the annual audit reports for the\nFiscal Year ended June 30, 2024.
