21. CONSIDER AWARDING A FIVE-YEAR CONTRACT SERVICE AGREEMENT WITH BARR & CLARK, INC. TO\nPROVIDE ENVIRONMENTAL TESTING FOR HOUSING DIVISION REHABILITATION PROGRAMS (CITY\nCOUNCIL)\nRECOMMENDED ACTION\n— 1. APPROVE a contract with Barr & Clark, Inc. for a three (3) year term in an amount not to exceed\n$30,000, with the option for two (2) additional one-year terms, for a maximum of five (5) years.\n— 2. AUTHORIZE the Mayor to execute the contract after approval as to form by the City Attorney.
