City Council: Staff recommends that the City Council introduce 24-510\nordinances amending Chapters 29 and 37 of the City Code\nallowing Water and Wastewater rates to be approved by a\nresolution of the City Council, and introduce an uncodified\nordinance to establish a protest procedure under AB 2257,\nthereby providing an administrative remedy that must be\nexhausted as a prerequisite to filing a legal challenge to\nrate changes under Proposition 218.\nA) Mayor opens public hearing\nB) Mayor requests disclosure of Councilmember and constituent contacts\nand correspondence\nC) Clerk presents correspondence and/or petitions\nD) Testimony beginning with John McKelvey, Principal Management Analyst\nE) Recommendation - introduce ordinances\nPUBLIC COMMUNICATIONS ON OFF-AGENDA ITEMS\nNo action will be taken by the City Council/HDB/CDC/OPFA on matters in this category unless it is\ndetermined that an emergency exists or that there is a need to take action that became known subsequent to\nthe posting of the agenda. The presiding officer may hear non-agenda items at any time after the 5:00 p.m.\nmeeting is called to order.
