4. CLEO STREET BEACH ACCESS RENOVATION –\nART IN PUBLIC PLACES\nRecommendations:\n(1) Approve the installation of a tile mural titled\n“What Lies Beneath” by artist Mike Tauber to fulfill\nthe Art in Public Places requirement for the Cleo\nStreet beach access renovation;\n(2) Appropriate $26,500 for the artist honorarium for\nthe creation and installation of the mural, with\nfunding allocations of $14,000 from the Art in Public\nPlaces and $12,500 from the Art in Lieu Fund;\n(3) Authorize the City Manager to enter into a\ncontract with the artist, in a final form as approved by\nthe City Attorney, in an amount not to exceed $26,500;\n(4) Find that the proposed actions do not qualify as a\nproject subject to the California Environmental\nQuality Act pursuant to State CEQA Guidelines\nSection 15060(c)(3), and are otherwise exempt\npursuant to State CEQA Guidelines Section 15061(b)\n(3); and\n(5) Direct staff to file and post a Notice of Exemption\nconsistent with the above-stated CEQA finding within\nfive days of this approval.
