CLEO STREET BEACH ACCESS RENOVATION –\nART IN PUBLIC PLACES\nRecommendations:\n(1) Approve the installation of a tile mural titled\n“What Lies Beneath” by artist Mike Tauber to fulfill\nthe Art in Public Places requirement for the Cleo\nStreet beach access renovation;\n(2) Appropriate $26,500 for the artist honorarium for\nthe creation and installation of the mural, with\nfunding allocations of $14,000 from the Art in Public\nPlaces and $12,500 from the Art in Lieu Fund;\n(3) Authorize the City Manager to enter into a\ncontract with the artist, in a final form as approved by\nthe City Attorney, in an amount not to exceed $26,500;\n(4) Find that the proposed actions do not qualify as a\nproject subject to the California Environmental\nQuality Act pursuant to State CEQA Guidelines\nSection 15060(c)(3), and are otherwise exempt\npursuant to State CEQA Guidelines Section 15061(b)\n(3); and\n(5) Direct staff to file and post a Notice of Exemption\nconsistent with the above-stated CEQA finding within\nfive days of this approval.

PROGRESS UPDATE – FLEET\nELECTRIFICATION AND ELECTRIC VEHICLE\nCHARGING IMPLEMENTATION PLAN\nRecommendations:\n(1) Receive and file this update on the Fleet\nElectrification and Electric Vehicle Charging\nImplementation Plan;\n(2) Direct staff to release a competitive Request for\nProposals to select a vendor for the deployment of\ncharging infrastructure at City Hall and the\nCorporation Yard;\n(3) Direct staff to continue collaborating with\nSouthern California Edison (SCE) to finalize the\nCity’s application for the SCE Charge Ready\nTransport Program; and\n(4) Find that said actions are statutorily exempt from\nthe California Environmental Quality Act (CEQA),\npursuant to State CEQA Guidelines Section 15262 –\nFeasibility and Planning Study.

AFFIRMING DIRECTION FROM THE JANUARY\n31, 2025, STRATEGIC PLANNING SESSION\nRecommendations:\n(1) Affirm direction given at the January 31, 2025,\nStrategic Planning session, including regarding the\ncommunity pool, ad hoc committees, and more (as\nlisted in the discussion section of the agenda report);\n(2) Adopt preliminary timelines for the five key\ninitiatives discussed at the 2025 Strategic Planning\nSession; and\n(3) Consider the proposed disposition of the 2024\nCouncil Priority List and revise if appropriate.
