a. RESOLUTION APPROVING YEAR FIVE PARTICIPATION IN THE LOS\nANGELES URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION\nGRANT PROGRAM\nSummary:\nLos Angeles County (County) was awarded funding in 2020 through the State’s\nfive-year Permanent Local Housing Allocation (PLHA) grant program. The Los\nAngeles County Development Authority (LACDA) was designated to facilitate\nand oversee implementation of funded activities. Under its Urban County\nAgreement with LACDA, the City of Signal Hill elected to participate in the PLHA\nprogram by requesting local funds for alternate local activities supporting the\nimplementation of the 6th Cycle Housing Element, as well as the County’s\nselected Eviction Defense Program.\nThe City previously submitted applications for Year One through Year Four\nPLHA grant funds, all of which have been approved. The City is currently\nworking with its workforce housing development partner to receive funds for\nYear One through Year Three; funds for Year Four are pending release by the\nCounty. Staff recommends the City Council approve the resolution to apply for\nthe Year Five PLHA grant funds.\nStrategic Plan Goal(s):\nGoal No. 3 Economic and Downtown Development: Improve the local\neconomy, support local businesses, and create a vibrant\ndowntown core.\nGoal No. 5 High Functioning Government: Strengthen internal communication,\nrecruitment, systems, and processes to increase the effectiveness\nand efficiency of City services.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING YEAR FIVE PARTICIPATION IN THE LOS\nANGELES URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION\nPROGRAM BY AUTHORIZING THE MAYOR, OR HIS/HER DESIGNEE, TO\nSIGN A REIMBURSABLE CONTRACT WITH THE LOS ANGELES COUNTY\nDEVELOPMENT AUTHORITY (LACDA) ACTING ON BEHALF OF THE\nCOUNTY OF LOS ANGELES
