RESOLUTION APPROVING YEAR FIVE PARTICIPATION IN THE LOS\nANGELES URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION\nGRANT PROGRAM\nSummary:\nLos Angeles County (County) was awarded funding in 2020 through the State’s\nfive-year Permanent Local Housing Allocation (PLHA) grant program. The Los\nAngeles County Development Authority (LACDA) was designated to facilitate\nand oversee implementation of funded activities. Under its Urban County\nAgreement with LACDA, the City of Signal Hill elected to participate in the PLHA\nprogram by requesting local funds for alternate local activities supporting the\nimplementation of the 6th Cycle Housing Element, as well as the County’s\nselected Eviction Defense Program.\nThe City previously submitted applications for Year One through Year Four\nPLHA grant funds, all of which have been approved. The City is currently\nworking with its workforce housing development partner to receive funds for\nYear One through Year Three; funds for Year Four are pending release by the\nCounty. RESOLUTION DECLARING FINAL ACCEPTANCE OF THE PLAYGROUND\nSURFACE REPLACEMENT PROJECT PURSUANT TO THE PUBLIC WORKS\nCONTRACT WITH SPECTRASYSTEMS INCORPORATED DBA\nSEPCTRATURF\nSummary:\nThe Playground Surface Replacement Project is part of the City’s ongoing\nefforts to maintain and enhance recreational spaces throughout the City. On\nSeptember 24, 2024, the City Council awarded a contract to Spectrasystems\nIncorporated, dba Spectraturf, for the demolition and reinstallation of new\nplayground surfacing at Signal Hill Park. The improvements are an essential part\nof the Civic Center Master Plan to ensure the playground remains in good\ncondition.\n\nSpectraturf commenced work on the Playground Surface Replacement Project\non December 16, 2024, and successfully completed the project on January 8,\n2025, in accordance with the project specifications and to the satisfaction of the\nPublic Works Director/City Engineer. Staff recommends the City Council adopt a\nresolution declaring the work performed by Spectraturf complete and in\nconformance with the approved plans and specifications.\nStrategic Plan Goal(s):\n\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system and recreational spaces.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, DECLARING WORK TO BE COMPLETED IN CONFORMANCE\nWITH THE PLAN SPECIFICATIONS FOR THE PLAYGROUND SURFACE\nREPLACEMENT PROJECT IN ACCORDANCE WITH THE CONTRACT\nENTERED INTO BETWEEN SPECTRASYSTEMS, INCORPORATED, DBA\nSPECTRATURF AND THE CITY OF SIGNAL HILL.

CONTRACT AMENDMENT REGISTER DATED FEBRUARY 11, 2025\nSummary:\nThe attached Contract Amendment Register is a listing of proposed contract\namendments and project change orders eligible for streamlined processing\nbased upon the following criteria as documented in the City’s Purchasing Policy:\n· The City Council authorized funds with the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date.\n· The City Manager reviewed and approved each amendment for\nstreamlined processing.\nThere are 15 contract amendments for City Council consideration as follows:\nNine firms requested extending their on-call services contract term for the\nallowed two years with no fee increase, no increase to the annual contract limit\nof $200,000, and no increase to the total compensation amount of $600,000.\n· De Novo Planning Group: Environmental analysis pursuant to the\nCalifornia Environmental Quality Act (CEQA).\n· Earth Consultants Inc.: Geotechnical and geological services.\n· Evans and Walker: Petroleum engineering services.\n· Interwest Consulting Group: Planning and land use services.\n· KTGY Group: Planning, land use and design services.\n· Mearns Consulting: Specialized oil field and environmental services.\n· Notification Maps: Public notice mailing services.\n· Orion Environmental Inc.: Specialized oil field and environmental\nservices.\n· RRM Design Group: Planning and land use services.\nThe following five firms, one of which has two contracts, for a total of six\ncontracts, have requested to extend their on-call services contract term for one\nyear with the allowed maximum CPI increase of 3.3%. Five of the six firms have\nan annual contract limit of $200,000 and a total compensation amount of\n$600,000 which will remain the same. One of the two contracts with Catalyst\nEnvironmental Solutions has a total contract compensation of $200,000 and will\nremain the same. All six firms extending for one year will retain the option to\nextend the term for one additional year.\n· Architerra Design Group: Landscape architecture, plan check and\ninspection services.\n· Citadel Environmental Services Inc.: Environmental analysis pursuant to\nthe California Environmental Quality Act (CEQA), oil-field environmental\nanalysis, soil and methane assessments and water quality analysis.\n· Catalyst Environmental Solutions (two contracts): Environmental analysis\npursuant to the California Environmental Quality Act (CEQA), oil field\nenvironmental analysis, soil and methane assessments and water quality\nanalysis.\n· David Evans and Associates: Landscape architecture. plan check and\ninspection services.\n· Moore Iacofano Goltsman, Inc.
