c. CONTRACT AMENDMENT REGISTER DATED FEBRUARY 11, 2025\nSummary:\nThe attached Contract Amendment Register is a listing of proposed contract\namendments and project change orders eligible for streamlined processing\nbased upon the following criteria as documented in the City’s Purchasing Policy:\n· The City Council authorized funds with the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date.\n· The City Manager reviewed and approved each amendment for\nstreamlined processing.\nThere are 15 contract amendments for City Council consideration as follows:\nNine firms requested extending their on-call services contract term for the\nallowed two years with no fee increase, no increase to the annual contract limit\nof $200,000, and no increase to the total compensation amount of $600,000.\n· De Novo Planning Group: Environmental analysis pursuant to the\nCalifornia Environmental Quality Act (CEQA).\n· Earth Consultants Inc.: Geotechnical and geological services.\n· Evans and Walker: Petroleum engineering services.\n· Interwest Consulting Group: Planning and land use services.\n· KTGY Group: Planning, land use and design services.\n· Mearns Consulting: Specialized oil field and environmental services.\n· Notification Maps: Public notice mailing services.\n· Orion Environmental Inc.: Specialized oil field and environmental\nservices.\n· RRM Design Group: Planning and land use services.\nThe following five firms, one of which has two contracts, for a total of six\ncontracts, have requested to extend their on-call services contract term for one\nyear with the allowed maximum CPI increase of 3.3%. Five of the six firms have\nan annual contract limit of $200,000 and a total compensation amount of\n$600,000 which will remain the same. One of the two contracts with Catalyst\nEnvironmental Solutions has a total contract compensation of $200,000 and will\nremain the same. All six firms extending for one year will retain the option to\nextend the term for one additional year.\n· Architerra Design Group: Landscape architecture, plan check and\ninspection services.\n· Citadel Environmental Services Inc.: Environmental analysis pursuant to\nthe California Environmental Quality Act (CEQA), oil-field environmental\nanalysis, soil and methane assessments and water quality analysis.\n· Catalyst Environmental Solutions (two contracts): Environmental analysis\npursuant to the California Environmental Quality Act (CEQA), oil field\nenvironmental analysis, soil and methane assessments and water quality\nanalysis.\n· David Evans and Associates: Landscape architecture. plan check and\ninspection services.\n· Moore Iacofano Goltsman, Inc. (MIG): Planning and land use services.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nRecommendation:\nAuthorize the Contract Amendment Register dated February 11, 2025.
