10.5 Consideration of a Resolution approving and authorizing a\nReimbursement Agreement with the Los Angeles County\nDevelopment Authority (LACDA) for the City’s continued\nparticipation in the Permanent Local Housing Allocation\n(PLHA) Program for Year 5 (2025) allocation to implement the\nprogram during Fiscal Year (FY) 2025-2026\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil adopt the attached Resolution approving and authorizing a\nreimbursement agreement with the Los Angeles County Development\nAuthority (LACDA) for the City’s continued participation in the Los\nAngeles Urban County Permanent Local Housing Allocation (PLHA)\nProgram for Year 5 (2025) Allocation to implement the program\nduring Fiscal Year (FY) 2025-2026.\nCONCLUSION: Staff recommends that the City Council adopt the\nattached Resolution approving and authorizing a reimbursement\nagreement with the Los Angeles County Development Authority for\nthe City’s continued participation in the Los Angeles County\nDevelopment Authority Permanent Local Housing Allocation Program\nthereby continuing the Residential Rental Assistance Program for Bell\nGardens residents. To meet LACDA’s public notice posting\nrequirement, a thirty-day public notice was posted on January 14,\n2025, at various City facilities.\nFISCAL IMPACT: No impact. The PLHA funds are restricted funds\nprovided by the California State Department of Housing and\nCommunity Development and will supplement the City’s resources to\nincrease the supply of affordable housing.
