10.5 Consideration of a Resolution approving and authorizing a\nReimbursement Agreement with the Los Angeles County\nDevelopment Authority (LACDA) for the City’s continued\nparticipation in the Permanent Local Housing Allocation\n(PLHA) Program for Year 5 (2025) allocation to implement the\nprogram during Fiscal Year (FY) 2025-2026\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil adopt the attached Resolution approving and authorizing a\nreimbursement agreement with the Los Angeles County Development\nAuthority (LACDA) for the City’s continued participation in the Los\nAngeles Urban County Permanent Local Housing Allocation (PLHA)\nProgram for Year 5 (2025) Allocation to implement the program\nduring Fiscal Year (FY) 2025-2026.\nCONCLUSION: Staff recommends that the City Council adopt the\nattached Resolution approving and authorizing a reimbursement\nagreement with the Los Angeles County Development Authority for\nthe City’s continued participation in the Los Angeles County\nDevelopment Authority Permanent Local Housing Allocation Program\nthereby continuing the Residential Rental Assistance Program for Bell\nGardens residents. To meet LACDA’s public notice posting\nrequirement, a thirty-day public notice was posted on January 14,\n2025, at various City facilities.\nFISCAL IMPACT: No impact. The PLHA funds are restricted funds\nprovided by the California State Department of Housing and\nCommunity Development and will supplement the City’s resources to\nincrease the supply of affordable housing. 10.6 Consideration of a Resolution Approving a Contract Services\nAgreement with ABM Building Solutions, LLC For Heating,\nVentilation and Air Conditioning Maintenance Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Contract Services Agreement with ABM for Heating,\nVentilation and Air Conditioning Maintenance Services.\nCONCLUSION: Based on ABM’s proposal rating, staff is\nrecommending that the City Council award ABM a three-year\nContract Services Agreement with an optional two one-year\nextensions for an amount not-to-exceed $43,381 to provide HVAC\nmaintenance services.\nFISCAL IMPACT: Funds for contracted services are included in the FY\n2024-2025 budget.\nATTACHMENTS: Exhibit 1 - Resolution 2025-15\nExhibit 2 – Contract Services Agreement

10.7 Approval of Plans and Specifications and Authorization to\nSolicit Bids for the ATP Cycle 5 Citywide Complete Streets\nImprovements, Phase 1 (CIP No. 3903)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Approve the plans and specifications for the ATP Cycle 5\nCitywide Complete Streets Improvements, Phase 1 (CIP No.\n3903);\n2. Authorize staff to solicit competitive bids and publish the\nNotice Inviting Sealed Bids (NISB); and\n3. Find that the project is categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to\nGuidelines Section 15301(c).\nCONCLUSION: Upon authorization by the City Council, staff will\nproceed with the bid phase of the Project.\nFISCAL IMPACT: The City’s FY 24-25 operating budget includes\n$6,299,000 of ATP Cycle 5 Funds for the construction of the project.\nThe engineer’s estimate for construction is $4,705,000.\nATTACHMENTS: Exhibit 1- Notice Inviting Sealed Bids for the ATP\nCycle 5 Citywide Complete Streets Improvements, Phase 1

Approve the plans and specifications for the Various Residential\nStreet Improvements, FY 2024/2025 (CIP No. 3940);\n2. Authorize staff to solicit competitive bids and publish the Notice\nInviting Sealed Bids (NISB); and\n3. Find that the project is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Guidelines Section\n15301(c).\nCONCLUSION: Upon authorization by the City Council, staff will\nproceed with the bid phase of the Project.\nFISCAL IMPACT: The City’s FY 24-25 capital improvement budget\nincludes a total budget of $1,245,168, consisting of $672,735 in\nMeasure R and $572,433 in Measure M local return funds. 11.2 FY 2024-2025 Mid-Year Budget Review\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Receive, discuss, and file the fiscal year 2024-25 mid-year budget\npresentation, and\n2. Approve the following additional appropriations for fiscal year 2024-\n25. Measure R Funds (286) $5,100, Measure A Funds (286) $400K; Gen\nFund CIP (115) & Measure A $440K; Prop C (281) $450K; and Measure R\n(286) $75K\nCONCLUSION: The Fiscal Year 2024-2025, mid-year budget report\nhas been presented. 11.3 Consideration and Approval of a Resolution Approving a Loan\nAgreement with Hub Cities Consortium for Financial\nAssistance\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil:\n1. Adopt the attached Resolution appropriating a loan to Hub\nCities Consortium from the General Fund in an amount not to\nexceed $90,834, for financial assistance as a member agency;\nand\n2. Authorize the City Manager to enter into a loan agreement,\napproved as to form by the City Attorney.\nCONCLUSION: With the City of Bell Gardens and the other five city\nmembers’ financial assistance, Hub Cities will be able to continue to\nprovide services to the residents of the Southeast LA communities\nthrough the end of the fiscal year (June 30, 2025).\nFISCAL IMPACT: An appropriation of funding in the form of a loan\nfrom the General Fund in a not to exceed amount of $90,834.00 to\nprovide Hub Cities financial assistance as a member agency. 6.1 Consideration of Ordinance No. 955 Amending Title 9 (Zoning\nand Planning Regulations) Bell Gardens Municipal Code to\nextend Public Noticing for Zoning Ordinances from 10 to 20\ndays in Compliance with new State Law\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil waive full reading and introduce Ordinance No. 955, by title\nonly, amending Title 9 (Zoning and Planning) of the Bell Gardens\nMunicipal Code (BGMC) to amend public noticing provisions for\nzoning ordinances to comply with State Law.\nCONCLUSION: The implementation of Ordinance No. 955 would\ncomply with AB 2904, a state mandate, expanding noticing\nrequirements and promoting public participation.\nFISCAL IMPACT: None. State law previously required the City\nprovide a 10 day notice for a public hearing.
