18. 25-155 Consider Options on How to Proceed for Citizen Initiative “An\nOrdinance to Amend the Huntington Beach Municipal Code by\nAdding New Section 2.30.100, Entitled ‘Public Operation of Library\nServices’”\nRecommended Action:\nA) Adopt Resolution No. 2025-13, “A Resolution of the City Council of the City of\nHuntington Beach Calling for and Ordering the Holding of a General Election on\nTuesday, November 3, 2026, for Submission to Voters an Initiative Ordinance to Amend\nthe Huntington Beach Municipal Code by Adding New Section 2.03.100, Entitled ‘Public\nOperation of Library Services;’” OR,\nB) Call for a special election to be held not less than 88 days, nor more than 103 days\nafter the order of the election, and:\n1. Adopt Resolution No. 2025-23, “A Resolution of the City Council of the City of\nHuntington Beach Calling for and Ordering the Holding of a Special Election on\nTuesday, ________, 2025, for Submission to Voters an Initiative Ordinance to\nAmend the Huntington Beach Municipal Code by Adding New Section\n2.03.100, Entitled ‘Public Operation of Library Services;’” and,\n2. Adopt Resolution No. 2025-24, “A Resolution of the City Council of the City of\nHuntington Beach Requesting the Board of Supervisors of the County of Orange\nto Render Specified Services to the City Relating to the Conduct of a Special\nElection to be Held on Tuesday, ________, 2025;” and,\n3. Adopt Resolution No. 2025-25, “A Resolution of the City Council of the City of\nHuntington Beach Setting Priorities for Filing a Written Argument(s) Regarding\na City Measure and Directing the City Attorney to Prepare an Impartial\nAnalysis;” and,\n4. Adopt Resolution No. 2025-16, “A Resolution of the City Council of the City of\nHuntington Beach, California , Providing for the Filing of Rebuttal Arguments for\nCity Measures Submitted at Municipal Elections”
