G. ADOPTION OF A RESOLUTION APPROVING AN OUTDOOR RECREATION\nLEGACY PARTNERSHIP PROGRAM GRANT APPLICATION AND ADOPTION\nOF RESOLUTION TO AMEND THE 2024-2025 OPERATING BUDGET IN AN\nAMOUNT NOT TO EXCEED $20,000 TO FUND WORK BY THE DAHLIN\nGROUP TO SUPPORT THE GRANT APPLICATION [RESOLUTION NOS. 25-\n07 & 25-09]\nThe City of San Gabriel has the opportunity to apply for Outdoor Recreation\nLegacy Partnership (ORLP) grant funds through the National Park Service,\nfunded through the Land and Water Conservation Fund. With this round of\nfunding, the state will award over $90 million in competitive grants for the\ncreation of new parks and rehabilitation of existing parks and recreation\nopportunities in proximity to the most critically underserved communities\nacross California. The City intends to apply for ORLP funding for the renovation\nof Smith Park. Adoption of Resolution No. 25-09 will appropriate $20,000 from\nDevelopment Impact Fees into account #124-850-40-96-813 to cover the\nvarious fees for the grant proposal development. Finance staff has confirmed\nthat there are adequate Development Impact funds to cover these\nexpenditures.\nCalifornia Environmental Quality Act (CEQA) Determination: According to the\ngrant application guidelines, CEQA compliance does not have to be completed as\npart of the grant application. However, the application must include a plan for\nCEQA compliance in the event the grant is awarded. Should the grant be awarded\nto the City, Planning Division staff would assist Community Services with the\npreparation of the relevant CEQA documents based on the final scope of work for\nthe Smith Park renovation project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute the Authorization to Proceed with\nDahlin Group for assistance in the preparation of the Grant Proposal.\n2. Adopt Resolution No. 25-07 approving the City’s application for grant funds\nthrough the Outdoor Recreation Legacy Partnership (ORLP) Grant Program.\n3. Adopt Resolution No. 25-09 appropriating $20,000 from Park Development\nImpact Fees into account #124-850-40-96-813 for project development.
