MAYOR’S APPOINTMENTS TO INTERGOVERNMENTAL AGENCIES – LA\nMETRO REGIONAL SERVICE COUNCIL\nThe Mayor is responsible for appointing members of the City Council to serve\non various local and regional committees and organization boards, as well as\nliaisons for City initiatives. Due to a vacancy created by the departure of former\nCouncil Member John Harrington, it is necessary for the Council to take action\nto nominate a member to replace a vacancy on the Metro San Gabriel Valley\nService Council. D. 2024 GENERAL PLAN IMPLEMENTATION ANNUAL PROGRESS REPORT:\nJANUARY 2024 – DECEMBER 2024\nUnder provisions of Government Code Section 65400(a)(2), the City is required\nto provide an annual report each April to the City Council and the State\nGovernor’s Office of Planning and Research (OPR) regarding the status of the\nGeneral Plan and its implementation progress. The Planning Commission\nreviewed the information at their February 10, 2025 meeting, affirmed the\ninformation in the report and recommended it be forwarded to the City Council.\nThere is no fiscal impact as this is an information item only.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the information\ncontained in this staff report and direct staff to submit the report to the Office\nof Planning and Research (OPR) and State Department of Housing and\nCommunity Development (HCD).

GENERAL PLAN HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR\nTHE 2024 CALENDAR YEAR\nUnder the provisions of Government Code Section 65400(b), the Planning\nDivision is required to provide an annual report to the California Department\nof Housing and Community Development (HCD) and to the Governor’s Office\nof Planning and Research (OPR) regarding the implementation of the General\nPlan’s Housing Element and how the City is meeting the regional housing needs\nfor the community. The General Plan Annual Progress Report (APR) is an\nimportant tool to facilitate the implementation of the Housing Element and to\nassist in tracking and monitoring the City’s progress in addressing the regional\nhousing needs allocation (RHNA), including the number of housing units\npermitted by income level, the status of the programs in the Housing Element,\nand efforts to remove governmental constraints. There is no fiscal impact as\nthis is an information item only.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the information\ncontained in this staff report and direct staff to submit the housing report to\nthe State Department of Housing and Community Development (HCD).

F. ORDINANCE NO. 718: AMENDING TITLE XI (BUSINESS REGULATIONS) TO\nADD CHAPTER 127 OF THE SAN GABRIEL MUNICIPAL CODE RELATING TO\nSIDEWALK VENDING AND AMENDING TITLE VII (TRAFFIC CODE) TO\nAMEND SECTION 72.012 RELATING TO PARKING BY PEDDLERS AND\nVENDORS (CA25-001) – SECOND READING AND ADOPTION\nIn 2018 and 2022, the State passed Senate Bills 946 and 972, respectively,\nlegalizing sidewalk vending with limited government regulations. Government\nCode Sections 51038 and 51039 prohibit cities and counties from adopting\nregulations that restrict the number of overall vendors from certain consents\nand approvals, and restrict the location for sidewalk vending. Cities may only\nadopt restrictions if such activities are found to include health, safety, or welfare\nconcerns. The proposed Code Amendment (CA) would add Chapter 127 of the\nSan Gabriel Municipal Code (SGMC) relating to sidewalk vending and amend\nSGMC Section 72.012 relating to parking by peddlers and vendors. The\nOrdinance would become effective 30 days after adoption. The Fiscal Year 2024-2025\nAdopted Budget includes the cost for required legal publication (Account No. 121-\n702-00-65-000) and codification (Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed Code\nAmendment is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to Section 15061(b)(3) because it is covered by the\ncommonsense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n718 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, adding Title XI (Business Regulations) Chapter 127 (Sidewalk\nVending) Relating to Sidewalk Vending and Amending Title VII (Traffic Code),\nChapter 72 (Stopping, Standing, and Parking), Section 72.012 Relating to\nParking by Peddlers and Vendors.”

G. ADOPTION OF A RESOLUTION APPROVING AN OUTDOOR RECREATION\nLEGACY PARTNERSHIP PROGRAM GRANT APPLICATION AND ADOPTION\nOF RESOLUTION TO AMEND THE 2024-2025 OPERATING BUDGET IN AN\nAMOUNT NOT TO EXCEED $20,000 TO FUND WORK BY THE DAHLIN\nGROUP TO SUPPORT THE GRANT APPLICATION [RESOLUTION NOS. 25-\n07 & 25-09]\nThe City of San Gabriel has the opportunity to apply for Outdoor Recreation\nLegacy Partnership (ORLP) grant funds through the National Park Service,\nfunded through the Land and Water Conservation Fund. With this round of\nfunding, the state will award over $90 million in competitive grants for the\ncreation of new parks and rehabilitation of existing parks and recreation\nopportunities in proximity to the most critically underserved communities\nacross California. The City intends to apply for ORLP funding for the renovation\nof Smith Park. Adoption of Resolution No. 25-09 will appropriate $20,000 from\nDevelopment Impact Fees into account #124-850-40-96-813 to cover the\nvarious fees for the grant proposal development. Finance staff has confirmed\nthat there are adequate Development Impact funds to cover these\nexpenditures.\nCalifornia Environmental Quality Act (CEQA) Determination: According to the\ngrant application guidelines, CEQA compliance does not have to be completed as\npart of the grant application. However, the application must include a plan for\nCEQA compliance in the event the grant is awarded. Should the grant be awarded\nto the City, Planning Division staff would assist Community Services with the\npreparation of the relevant CEQA documents based on the final scope of work for\nthe Smith Park renovation project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute the Authorization to Proceed with\nDahlin Group for assistance in the preparation of the Grant Proposal.\n2. Adopt Resolution No. 25-07 approving the City’s application for grant funds\nthrough the Outdoor Recreation Legacy Partnership (ORLP) Grant Program.\n3. Adopt Resolution No. 25-09 appropriating $20,000 from Park Development\nImpact Fees into account #124-850-40-96-813 for project development.

A. ACCEPTANCE OF VISIONING WORKSHOP REPORT AND APPROVAL OF\nCONTRACT WITH ARTS CONSULTING GROUP FOR A MISSION\nPLAYHOUSE STRATEGIC PLAN IN AN AMOUNT NOT TO EXCEED $46,000\nIn November 2024, the City worked with Arts Consulting Group to conduct a\nstrategic visioning workshop for the Mission Playhouse. Included in this report\nis a summary of the workshop findings and key recommendations for moving\nforward. The workshop included a Strengths, Weaknesses, Opportunities and\nThreats analysis and brought to light the Mission Playhouse’s strengths and\nchallenges. Those present also established the Playhouse’s core values\nincluding community connection and engagement, arts and culture\nappreciation, and historic preservation. Finally, key priorities were agreed upon.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1) Accept the Visioning Workshop Report as submitted;\n2) Approve a contract with Arts Consulting Group to conduct the Mission\nPlayhouse Comprehensive Strategic Plan;\n3) Utilizing the City’s standard consultant contract, authorize the City Manager\nto execute the contract and any other necessary documents pending review\nand approval by the City Attorney;\n4) Designate one City Councilmember to serve as the lead Council contact for\nthis planning process; and\n5) Adopt Resolution No. 25-10 appropriating $46,000 from the City’s General\nFund into account #124-712-35-96-820 for Mission Playhouse Strategic\nPlan

A. FEE WAIVER REQUESTS BY SAN GABRIEL LION’S CLUB – THANKS USA\nCARE FAIR AND THE OLYMPIA PHILHARMONIC SOCIETY – FREE\nCOMMUNITY CONCERT TOTALING $5,025 IN FEE WAIVERS FOR USE OF\nTHE MISSION PLAYHOUSE\nThe City of San Gabriel receives fee waiver requests for events hosted at the\nMission Playhouse each year. To account for Mission Playhouse fee waivers, the\nCity Council allocates funds to the rental subsidy account. In recent years, the\nallocations have been sufficient for the requests received. However, given the\nvolume and magnitude of the requests staff has received and anticipates\nreceiving within the current fiscal year, the current allocations of $10,000 may\nnot be sufficient to cover all anticipated fee waiver requests. The City has\nbudgeted $10,000 in its annual Rental Subsidy account, account #152-3532, for\nfiscal year 2024-2025 from which the waivers would be charged. The current\nbalance is $4,117. Should the City Council approve staff’s recommendation the\nremaining balance would be $858.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends City Council grant a partial waiver of the San Gabriel Mission\nPlayhouse rental costs for the Thanks USA and free Philharmonic Community\nConcert events, in the amounts of $2,650 and $2,150, respectively.

RESOLUTION NO. 25-08 RESCINDING RESOLUTION NO. 22-49 AND\nADOPTING RULES OF ORDER AND DECORUM FOR THE CONDUCT OF\nPUBLIC MEETINGS\nResolution No. 25-08 would rescind the current Rules of Order and establish\nupdated Rules of Order and Decorum for City meetings. There will be minimal\nfiscal impact for signage notifying the public of the Rules of Decorum.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-08 rescinding\nResolution No. 22-49 and adopting revised Rules of Order and Decorum for the\nconduct of public meetings.
