CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-023,\nAWARDING A PROFESSIONAL SERVICES AGREEMENT (PSA) TO\nHERA PROPERTY REGISTRY TO ADMINISTER THE FORECLOSURE\nREGISTRATION PROGRAM\nStaff seeks City Council approval to award a Professional Services\nAgreement (PSA) to Hera Property Registry as the responsive, responsible\nbidder to administer and implement the Foreclosure Registration Program.\nRECOMMENDED ACTION: Staff recommends City Council\n1. Adopt Resolution No. 25-023, awarding a Professional Services\nAgreement to Hera Property Registry to administer and implement\nthe Foreclosure Registration Program; and\n2. Authorize the City Manager to execute the agreement, and allow\nHera Property Registry to retain an agreed-upon amount of the\nregistration fees collected.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Approving and allocating\nfunds for eligible housing projects is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.
