CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-022,\nAPPROVING ACCEPTANCE OF FUNDS FROM THE LOS ANGELES\nCOUNTY DEVELOPMENT AUTHORITY (LACDA) AND ALLOCATION\nOF FUNDS TO THE PERMANENT LOCAL HOUSING ALLOCATION\nPROGRAM\nThe California Department of Housing and Community Development (HCD)\nrequires entitlement jurisdictions to use their allocation of Permanent Local\nHousing Allocation (PLHA) Grant Program for eligible housing related\nprojects and programs to assist in addressing the unmet housing needs of\nour community, in addition to assisting persons who are experiencing\nhomelessness. The City was allocated $103,037 for Year 5 by a formula\ngrant by the Los Angeles County Development Authority (LACDA).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 25-022, approving the 2023-24 allocation of\nCommunity Development Block Grant-Permanent Local Housing\nAllocation (CDBG-PLHA) Program Year 5 funds, as outlined; and\n2. Authorize City Manager or designee to execute any and all\ndocuments necessary to further the potential projects approved\nherein, including but not limited to amendments and modifications\nfor CDBG projects with the Los Angeles County Development\nAuthority (LACDA).\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Approving and allocating\nfunds for eligible housing projects is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-023,\nAWARDING A PROFESSIONAL SERVICES AGREEMENT (PSA) TO\nHERA PROPERTY REGISTRY TO ADMINISTER THE FORECLOSURE\nREGISTRATION PROGRAM\nStaff seeks City Council approval to award a Professional Services\nAgreement (PSA) to Hera Property Registry as the responsive, responsible\nbidder to administer and implement the Foreclosure Registration Program.\nRECOMMENDED ACTION: Staff recommends City Council\n1. Adopt Resolution No. 25-023, awarding a Professional Services\nAgreement to Hera Property Registry to administer and implement\nthe Foreclosure Registration Program; and\n2. Authorize the City Manager to execute the agreement, and allow\nHera Property Registry to retain an agreed-upon amount of the\nregistration fees collected.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-024,\nAUTHORIZING THE FILING OF AN APPLICATION TO THE STATE OF\nCALIFORNIA HOUSING AND COMMUNITY DEVELOPMENT\nDEPARTMENT (HCD) FOR THE CALHOME PROGRAM TO HELP\nOWNER OCCUPIED OWNERS WITH HOME REPAIRS AND THE FIRST-\nTIME HOMEBUYER PROGRAM\nThe City of South El Monte seeks City Council approval to apply for\n$2,525,000 in CalHome Program funding from the California Department\nof Housing and Community Development (HCD). These funds will be used\nto administer the Owner-Occupied Rehabilitation Program and First-Time\nHomebuyer Program, which provide financial assistance to eligible low-\nand very low-income households through deferred payment loans and\nmortgage assistance. The City has already secured a consultant to\nadminister the programs and will utilize these funds to support program\nimplementation.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 25-024, authorizing the City Manager or designee to apply\nfor CalHome Grant funding in the amount of $2,525,000 to assist\nhomeowners with rehabilitation and first-time homebuyer down payment\nassistance. If awarded, the City Manager or designee will be authorized to\nexecute all necessary agreements, subject to City Attorney approval.

Tierra West Advisors,\nInc. has provided a proposal to temporarily provide Public Works Director\nfor the city.\n\nRECOMMENDED ACTION: Staff recommends approving the attached\nagreement for Public Works Director services provided by Tierra West Inc.\nin the not-to-exceed amount of $95,000 and for an additional three (3)\nmonths of services if needed for an aggregate not-to-exceed amount of\n$190,000.
