7.c. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 25-022,\nAPPROVING ACCEPTANCE OF FUNDS FROM THE LOS ANGELES\nCOUNTY DEVELOPMENT AUTHORITY (LACDA) AND ALLOCATION\nOF FUNDS TO THE PERMANENT LOCAL HOUSING ALLOCATION\nPROGRAM\nThe California Department of Housing and Community Development (HCD)\nrequires entitlement jurisdictions to use their allocation of Permanent Local\nHousing Allocation (PLHA) Grant Program for eligible housing related\nprojects and programs to assist in addressing the unmet housing needs of\nour community, in addition to assisting persons who are experiencing\nhomelessness. The City was allocated $103,037 for Year 5 by a formula\ngrant by the Los Angeles County Development Authority (LACDA).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 25-022, approving the 2023-24 allocation of\nCommunity Development Block Grant-Permanent Local Housing\nAllocation (CDBG-PLHA) Program Year 5 funds, as outlined; and\n2. Authorize City Manager or designee to execute any and all\ndocuments necessary to further the potential projects approved\nherein, including but not limited to amendments and modifications\nfor CDBG projects with the Los Angeles County Development\nAuthority (LACDA).\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Approving and allocating\nfunds for eligible housing projects is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.
