28. Negotiated Property Tax Exchange Joint Resolution\nRecommendation: Acting as the Governing Body of the County, the County\nLibrary, the Consolidated Fire Protection District, and the County Waterworks\nDistrict No. 40, Antelope Valley (5), adopt a Negotiated Property Tax Exchange\nJoint Resolution (Resolution) approving and accepting the negotiated exchange\nof property tax revenue resulting from Annexation 40-167 (4-223), Local\nAgency Formation Commission Designation 2024-06, on behalf of the County,\nthe County Library, the Consolidated Fire Protection District, and the County\nWaterworks District No. 40, Antelope Valley; authorize the Director of Public\nWorks and the Chief of the Consolidated Fire Protection District, on behalf of\nthe County, the County Library, the County Waterworks District No. 40,\nAntelope Valley, and the Consolidated Fire Protection District, to take all actions\nnecessary to effectuate the Resolution; and find that the proposed actions are\neither not a project under, or are exempt from, the California Environmental\nQuality Act.
