Negotiated Exchange of Property Joint Resolution\nRecommendation: Adopt a joint resolution between the Board, as the Governing\nBody of the County, Consolidated Fire Protection District, the County Flood\nControl District, and on behalf of County Lighting Maintenance District (CLMD)\n1687, County Lighting District Landscaping and Lighting Act-1 (CLD LLA-1),\nUnincorporated Zone, Road District No. 5, and LA County Library, and the City\nCouncil of the City of San Gabriel (1), based on the negotiated exchange of\nproperty tax revenue resulting from proposed Annexation No. 2022-09, to annex\napproximately 0.172± acres of inhabited territory to the City of San Gabriel;\nwithdraw the territory proposed for annexation from CLMD 1687 and exclude\nthe territory proposed for annexation from CLD LLA-1, Unincorporated Zone;\nand find that the proposed joint resolution is not subject to the provisions of the\nCalifornia Environmental Quality Act. General Plan Amendment Resolution\nRecommendation: Adopt a resolution on:\n(1) WEST SAN GABRIEL VALLEY AREA PLAN ("WSGVAP") project\n(WSGVAP Project): (A) Certifying the final Program Environmental Impact\nReview (Final PEIR), Environmental Assessment No. RPPL2023005884-(1 and\n5), and finding it has been completed in compliance with the California\nEnvironmental Quality Act (CEQA) and the State and County guidelines related\nthereto; certifying it independently reviewed and considered the Final PEIR,\nand the Final PEIR reflects its independent judgment and analysis as to the\nenvironmental consequences of the WSGVAP Project; (B) Determining that,\nwhere significant adverse environmental effects of the WSGVAP Project, as\ndescribed in the Final PEIR, have not been reduced to a level of less than\nsignificant, the benefits of the WSGVAP and WSGVAP Ordinance, such as\nspecific social, economic, legal, technological, or other considerations,\noutweigh the environmental effects of the WSGVAP Project, as stated in the\nFindings of Fact and Statement of Overriding Considerations for the WSGVAP\nProject; (C) Adopting the Mitigation Monitoring Report Program (MMRP) for the\nWSGVAP Project, finding the MMRP is adequately designed to ensure\ncompliance with the mitigation measures during WSGVAP Project\nimplementation; (D) Finding the WSGVAP, accompanying Land Use Policy\n(LUP) Map, zone changes, and WSGVAP Ordinance are compatible with, and\nsupportive of the goals and policies of the General Plan; in the interest of public\nhealth, safety, and general welfare; in conformity with good zoning practice;\nand consistent with other applicable provisions of the Los Angeles County\nCode, Title 22 (Title 22); and (E) Adopting the WSGVAP and WSGVAP\nOrdinance, Project No. PRJ2023-003982-(1 and 5), General Plan Amendment\nNo. RPPL2023005882-(1 and 5), Zone Change No. RPPL2023005883-(1 and\n5), Ordinance No. RPPL2024002630-(1 and 5) amending the County of Los\nCounty (County) General Plan (General Plan) to establish the WSGVAP with\nthe updated LUP Map for the nine unincorporated communities of the\nWSGVAP; amending Title 22 to establish the WSGVAP Ordinance and updated\nzone changes and rescinding the Altadena Community Plan, as recommended\nby the County Regional Planning Commission (Commission); and find they are\nconsistent with the General Plan. (On December 10, 2024, the Board indicated\nits intent to approve the WSGVAP);\n(2) SOUTH BAY AREA PLAN (SBAP) Project (SBAP Project): (A) Certifying\nthe Final PEIR, Environmental Assessment No. RPPL2022014512-(2 and 4),\nand finding it has been prepared in compliance with CEQA and the State and\nCounty guidelines related thereto; and certifying it independently reviewed and\nconsidered the Final PEIR, and the Final PEIR reflects its independent\njudgment and analysis as to the environmental consequences of the SBAP\nProject; (B) Determining that, where significant adverse environmental effects\nof the SBAP Project, as described in the Final PEIR, have not been reduced to\na level of less than significant, the benefits of the SBAP and SBAP Ordinance\noutweigh the environmental effects of the SBAP Project, as stated in the\nFindings of Fact and Statement of Overriding Considerations for the SBAP\nProject; (C) Adopting the MMRP for the SBAP Project, finding that the MMRP is\nadequately designed to ensure compliance with the mitigation measures during\nSBAP Project implementation; (D) Finding the SBAP, the accompanying LUP\nMap, zone changes, SBAP Ordinance, and West Carson TOD Specific Plan\ncompatible with, and supportive of the goals and policies of the General Plan; in\nthe interest of public health, safety, and general welfare; in conformity with\ngood zoning practice; and consistent with other applicable provisions of Title 22;\nand (E) Adopting General Plan Amendment No. RPPL2023-004724-(2 and 4),\nAdvance Planning No. RPPL2022014508-(2 and 4), Advance Planning No.\nRPPL2022014509-(2 and 4), and Zone Change No. RPPL2023004725-(2 and\n4), amending the General Plan to establish the SBAP with the updated LUP Map\nfor the eight unincorporated communities of the South Bay Planning Area, and\namending Title 22 to establish the SBAP Ordinance and updated zone changes,\nincluding the West Carson TOD Specific Plan, and finding they are consistent\nwith the General Plan. (On January 28, 2025, the Board indicated its intent to\napprove the SBAP); and\n(3) WESTSIDE AREA PLAN (WSAP) project (WSAP Project): (A) Certifying\nthe Final PEIR, Environmental Assessment No. RPPL2023002449-(2 and 3), by\nfinding, pursuant to CEQA Guidelines Section 15090, that the Final PEIR has\nbeen completed in compliance with CEQA; certifying it independently reviewed\nand considered the Final PEIR; and the Final PEIR reflects the County’s\nindependent judgment and analysis; (B) Adopting the CEQA Findings of Fact\nthat have been prepared, pursuant to Public Resources Code Sections 21081\nand 21081.5, and CEQA Guidelines Section 15091; (C) Adopting the MMRP for\nthe WSAP Project, finding the MMRP is adequately designed to ensure\ncompliance with the mitigation measures during WSAP Project implementation;\n(D) Adopting the Statement of Overriding Considerations prepared, pursuant to\nPublic Resources Code Section 21081(b) and CEQA Guidelines section 15093;\nand determining the WSAP Project’s significant and unavoidable impacts are\noutweighed by specific social, economic, legal, technological, or other\nconsiderations; and (E) Adopting WSAP Project No. PRJ2023-001700-(2 and\n3), Advance Planning Project No. RPPL2023002448-(2 and 3), General Plan\nAmendment No. RPPL2023002433-(2 and 3), and Zone Change No.\nRPPL2023002450-(2 and 3), the accompanying LUP Map, and zone changes;\nand finds the WSAP Ordinance, as amended, compatible with, and supportive\nof the goals and policies of the General Plan; in the interest of public health,\nsafety, and general welfare; in conformity with good zoning practice; and\nconsistent with other applicable provisions of Title 22. Writing Evaluation Services Contract\nRecommendation: Authorize the Director of Personnel to execute a contract\nwith CPS HR Consulting, for the provision of writing evaluation services,\neffective upon execution, for an initial term of three years, with up to two\nconsecutive one-year extension options at an estimated amount of $183,000 for\nthe initial three-year term; exercise the two one-year extension options at an\nannual approximate amount of $61,000 and an approximate total amount of\n$122,000; execute amendments to the contract to add, delete, and/or change\ncertain non-substantive terms and conditions, as well as terms and conditions\nrequired by the Board, and to maintain compliance with applicable law; and\nincrease the annual contract amount up to 10% for additional work within the\nscope of the contract, if required. January 2025 Windstorm and Critical Fire Events Bi-Weekly Emergency\nContracts Report\nRecommendation: Review the emergency actions ordered and taken by the\nDirector of Internal Services, under delegated authority by the Board, acting as\nboth the County and the Governing Body of various Districts, under Board\nOrder No. 13-C of January 28, 2025, to respond to and recover from the\nJanuary 2025 Windstorm and Critical Fire Events, including the Palisades Fire,\nEaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires)\n(1, 3, and 5) and actions enumerated in the aforementioned authorities\n(Actions), without giving notice for bids to let contracts, and determine that there\nis a need to continue the emergency Actions; find that there is substantial\nevidence that the January 2025 Windstorm and Critical Fire Events continue to\nconstitute an emergency pursuant to Public Contract Code Section 22050,\nwhich requires that immediate action be taken to cleanup and reconstruct public\nproperty, buildings, facilities, and infrastructure because the emergency does\nnot permit the delay resulting from a formal competitive solicitation of bids\nand/or proposals to procure construction, materials, equipment and services for\nprojects and initiatives necessary to respond to and recover from the LA County\nFires; and find that authority should, therefore, continue to be delegated to the\nDirector of Internal Services to amend or extend and supplement existing\nas-needed or on-call contracts without giving notice for bids to let contracts\nrelated to facilities and related support services, and to award new contracts for\nresponse to and recovery from the LA County Fires, and such contracts should\nbe issued because they are necessary to respond to the emergency. Records Payment and Processing System and Related Services Sole\nSource Contract\nRecommendation: Authorize the Registrar-Recorder/County Clerk to execute a\nSole Source contract with LexisNexis VitalChek Network, Inc., for a records\npayment and processing system and related services, for a period of five base\nyears, with two one-year and six month-to-month extensions options, for a\nmaximum term of seven years and six months; prepare and execute future\namendments to exercise the extension options; and authorize the\nRegistrar-Recorder/County Clerk to take the following actions:\n(Registrar-Recorder/County Clerk) APPROVE (NOTE: The Chief\nInformation Officer recommends approval of this item.)\nPrepare and execute future amendments to the contract as needed to\nreflect changes resulting from new legislation or changes to County\npolicy terms and conditions, reflect changes in State and County\nlegislation, modify the statement of work to meet operational needs, or\nmake any other necessary changes which do not materially alter any\nterm or condition of the contract;\nPrepare and execute future amendments to increase transaction fees in\nExhibit B (Pricing Schedule) per Paragraph 5.0 of the contract; and\nTerminate the contract in whole or in part as necessary. Special Tax Levy for Community Facilities District No. 2021-01 (Valencia -\nFacilities)\nRecommendation: Acting as the Governing Body of the County, find that the\nproposed actions are either not a project under the California Environmental\nQuality Act (CEQA), and that alternatively, for that portion of the proposed\nactions that provide funding for the Mission Village Project, Project No. 04-181\n(Project) (5), which was approved by the Board on July 18, 2017, determine\nthat the recommended action is within the scope of the Mission Village Project\nimpacts analyzed in a Recirculated Environmental Impact Report (REIR)\npreviously certified by the Board;\nAlso, acting as the Legislative Body of the County of Los Angeles Community\nFacilities District No. 2021-01 (Valencia - Facilities) (the “Facilities CDF”),\nadopt a resolution accepting the unanimous consent and approval of owners of\nproperty within the area proposed to be annexed as Improvement Area No. 4 of\nthe Facilities Community Facilities District, authorizing the levy of a special tax\nand the incurring of bonded indebtedness therein, and instruct the Executive\nOfficer of the Board to sign and record the annexation map of Improvement\nArea No. 4 and record a notice of special tax lien with respect thereto within 15\ndays; and find that the proposed action is not a project under CEQA;\nalternatively, for that portion of the proposed action that relates to the Mission\nVillage Project, Project No. 04-181, acting as a responsible agency, consider\nthe REIR prepared and certified by the County as lead agency for the Project;\ncertify that the Board has independently reviewed and considered the\ninformation contained in the REIR and reached its own conclusions regarding\nthe environmental effects of the Facilities CFD's approvals related to the Project\nas shown in the REIR; adopt the mitigation monitoring and reporting program\n(MMRP) as applicable, finding that the MMRP is adequately designed to ensure\ncompliance with the mitigation measures during Project implementation; and\ndetermine that the significant adverse effects of the Project have either been\nreduced to an acceptable level or are outweighed by the specific considerations\nof the Project, as outlined in the Environmental Findings of Fact and Statement\nof Overriding Considerations, which findings and statement are adopted an\nincorporated herein by reference as applicable. Interagency Cash Transfer Agreement\nRecommendation: Adopt and instruct the Chair to sign a resolution authorizing\nthe Interagency Cash Transfer Agreement with the State of California\nDepartment of Rehabilitation (DOR) for Fiscal Years (FYs) 2025-26, 2026-27\nand 2027-28; approve and authorize the Director of Mental Health to execute\nthe agreement with DOR to provide vocational and employment services for FYs\n2025-26, 2026-27, and 2027-28, with the Department of Mental Health to\nprovide $1,104,817 per fiscal year, fully funded by 2011 Realignment revenue\nand the DOR will leverage $4,082,118 of Federal funds per fiscal year, for a\ntotal annual funding of $5,186,935 for the integrated program of vocational\nrehabilitation and employment services; authorize the Director to prepare, sign,\nand execute future amendments to the agreement, provided that any such\namendment is necessary to reflect revisions required by the DOR and/or\nrevisions requested by either party to the terms and conditions, and/or allow for\nrollover of unspent funds upon DOR approval; and authorize the Director to\nterminate the agreement, if necessary. As-Needed Environmental Consulting Services Master Agreements\nRecommendation: Approve and authorize the Director of Beaches and Harbors\nto award and execute as-needed Environmental Consulting Services Master\nAgreements (MAs) with 11 contractors to provide as-needed environmental\nconsulting services to the Department of Beaches and Harbors (3 and 4), for an\ninitial term of three years, with four one-year extension options, effective upon\nexecution, at an annual aggregate amount not to exceed $1,000,000 or a\nmaximum amount of $7,700,000 for all executed MAs over the potential total\nterm of seven years, which is inclusive of any potential increase of 10%\nannually for any unforeseen increase in services; find that the proposed actions\nare not subject to the California Environmental Quality Act; and authorize the\nDirector to take the following actions: (Department of Beaches and Harbors)\nAPPROVE\nAuthorize and execute the four one-year extension options of the MAs if,\nin the opinion of the Director, the contractors have effectively performed\nthe services during the previous contract period and the services are still\nneeded and required;\nIncrease the maximum amount payable under all work orders issued on\nthe MAs up to 10% in any year of the MAs, including any extension\noption, for any additional, unforeseen, or increased services within the\nscope of the MAs, subject to the availability of funds in the Department of\nBeaches and Harbors’ (Department’s) budget, and increase the annual\naggregate amount (Contract Sum) to the extent that funding is available\nfrom or held by approved funding sources;\nExtend the MA term, or any optional MA year, to grant up to 12\none-month extensions for the completion of any work order approved\nbefore the expiration of the MA term or optional MA year, subject to the\nMAs terms and conditions, and subject to the availability of funds in the\nDepartment’s budget; and\nAward and execute MAs to add additional contractors as they become\nqualified throughout the term of the MAs, execute and amend individual\nwork orders to incorporate changes as necessary, execute amendments\nshould a contracting entity merge, be acquired or change its entity, add\nor delete services and categories to the MA as they become necessary,\nand suspend or terminate agreements if, in the opinion of the Director, it\nis in the best interest of the County to do so. Martin Luther King, Jr. Medical Campus North Parking Structure Project\nRecommendation: Certify that the Addendum for the Martin Luther King, Jr.\nMedical Campus North Parking Structure Project, Capital Project No. 6A015\n(Project) (2), to the previously certified Final Environmental Impact Report for\nthe Martin Luther King, Jr. Medical Center Campus Redevelopment Project, has\nbeen completed in compliance with the California Environmental Quality Act and\nreflects the independent judgment and analysis of the County; find that the\nBoard has reviewed and considered the information contained in the Addendum\ntogether with the Final Environmental Impact Report, prior to approving the\nProject, and approve the Addendum; establish and approve the Project, with a\ntotal budget of $25,000,000; approve an appropriation adjustment to transfer\n$25,000,000 to the proposed Project from the use of obligated fund balance\nCommitted for American Rescue Plan-Enabled Capital Programs, to fully fund\nthe Project; and take the following actions: (Department of Public Works)\nAPPROVE 4-VOTES\nFind that McCarthy Building Companies, Inc., is the responsive and\nresponsible proposer that submitted the most advantageous and best\nvalue proposal for the Project, and authorize the Director of Public\nWorks to execute a Design-Build contract with McCarthy Building\nCompanies, Inc., for a contract amount not to exceed $16,155,321, plus\na design completion allowance of $850,000, for a maximum contract\namount of $17,005,321, contingent upon submission of acceptable\nperformance and payment bonds, and evidence of required insurance\nfiled by McCarthy Building Companies, Inc.;\nAuthorize the Director of Public Works, with concurrence from the Chief\nExecutive Office, to exercise control of the design completion allowance\nof $850,000, including the authority to reallocate the allowance into the\ncontract amount, as appropriate, in accordance with the contract\nrequirements; and\nApprove and authorize the Director of Public Works to execute\nconsultant services agreements for the stipend amount of $50,000 with\nBomel Construction Company, Inc., and The Whiting-Turner Contracting\nCompany, the second and third highest ranked eligible Design-Build\nproposers, that met the stipend eligibility criteria in the Request for\nProposals for preparation of proposal, funded by existing Project funds.\n(25-1199)

Olive View-UCLA Medical Center Emergency Department Air Handling\nUnit Coil Replacement Project\nRecommendation: Establish and approve the proposed Olive View-UCLA\nMedical Center Emergency Department Air Handling Unit Coil Replacement\nProject, Capital Project No. 8A100, (Project) (3), with a total Project budget of\n$650,000; approve a Fiscal Year (FY) 2024-25 appropriation adjustment to\nallocate $438,000 from the Department of Health Services' Enterprise Fund\nCommitted for Health Services to fund the estimated FY 2024-25 expenditures\nfor the proposed Project; authorize the Director of Public Works to deliver the\nproposed Project using a Board-approved Job Order Contract; and find that the\nproposed Project is exempt from the California Environmental Quality Act.\n(Department of Public Works) APPROVE 4-VOTES (25-1198)
