A. CONTINUED PUBLIC HEARING REGARDING THE FAILURE OF\nBROADMOOR SAN CLEMENTE COMMUNITY ASSOCIATION TO ENFORCE\nCERTAIN COVENANTS, CONDITIONS AND RESTRICTIONS (CC&RS)\nContinued public hearing to address non-compliance with the Covenants,\nConditions, and Restrictions (CC&Rs) specific to the Broadmoor\ncommunity.\nStaff Recommendation\n1. Open the public hearing, receive public testimony and comment, close the\npublic hearing.\n2. Following the public hearing, determine that the Broadmoor Association\nhas initiated enforcement of its Covenants, Conditions, and Restrictions\n(CC&Rs), and continue the public hearing to September 16, 2025, to allow\nthe Broadmoor Association’s process to continue according to their\nspecified timelines, and direct the Broadmoor Association to abate\nviolations prima facie, not subject to a determination that a Felicidad\nhomeowner’s view is obstructed.
