17. Approve an agreement with Joseph Sakoda, in the amount of $276,282 with an annual 10%\ncontingency for as-needed extra services, to provide a Fitness & Recovery Training Program for\na five year term; and authorize the Fire Chief, or designees, to execute the agreement and\nrelated documents, including any cost-neutral amendments, and any documents contemplated by\nthe agreement and to take the necessary actions to implement, fund, and administer the\nagreement.
