12. Approve two Passthrough Agreements with the Anaheim Transportation Network, i) in an amount\nnot to exceed $2,010,000, toward the purchase of battery-electric buses for the term expiring\nJune 30, 2027; ii) in an amount not to exceed $305,120, toward the completion of a Needs and\nOpportunity Study focusing on three census tracts identified as areas of persistent poverty, for the\nterm expiring June 30, 2027; authorize the Director of Public Works, or designee, to execute the\nagreements and related documents necessary to implement the agreements; and increase the\nPublic Works revenue and expenditure budget in restricted transportation grant funds by\n$2,315,120 in the appropriate fiscal year [continued from the Council meeting of March 4, 2025,\nItem No. 10].
