22. PROMENADE ON FOREST / DISCUSSION OF\nORDINANCE ADDING CHAPTER 11.70 (SLOW\nSTREETS PROGRAM) TO TITLE 11 (STREETS\nAND SIDEWALKS) OF THE LAGUNA BEACH\nMUNICIPAL CODE TO ESTABLISH THE SLOW\nSTREETS PROGRAM\nRecommendations:\n(1) Waive full reading and introduce by title only an\nOrdinance titled, “AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, ADDING CHAPTER 11.70 (SLOW\nSTREETS PROGRAM) TO TITLE 11 (STREETS\nAND SIDEWALKS) OF THE LAGUNA BEACH\nMUNICIPAL CODE TO ESTABLISH THE SLOW\nSTREETS PROGRAM AND FINDING THE\nACTION IS STATUTORILY EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nPURSUANT TO PUBLIC RESOURCES CODE\nSECTION 21080.25”;\n(2) Direct staff to return with the Ordinance for a\nsecond reading and adoption at the April 8, 2025, City\nCouncil meeting;\n(3) Direct staff to draft a Resolution memorializing\nthe designation of the lower portion of Forest Avenue\nas a “Slow Street” and closing the lower portion of\nForest to vehicular traffic, and bring the draft\nresolution to the April 8, 2025, City Council meeting;\n(4) Direct staff to apply for a coastal development\npermit for any closure of the lower portion of Forest\nto vehicular traffic as a pre-requisite to the City\nCouncil adopting a resolution closing the lower\nportion of Forest to vehicular traffic; and\n(5) Find actions exempt from the California\nEnvironmental Quality Act pursuant to Public\nResources Code section 21080.25.
