RESOLUTION AUTHORIZING APPLICATION\nTO THE ORANGE COUNTY TRANSPORTATION\nAUTHORITY FOR LOCAL TRANSPORTATION\nFUNDS\nRecommendations:\n(1) Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, AUTHORIZING THE\nFILING OF ALL APPLICATIONS WITH THE\nORANGE COUNTY TRANSPORTATION\nAUTHORITY FOR LOCAL TRANSPORTATION\nFUNDS,” authorizing the City Manager to file an\napplication and claim with the Orange County\nTransportation Authority for $1,495,894.78 from the\nLocal Transportation Fund, and to file amendments\nas necessary due to budget adjustments or any\nchanges in the City’s apportionment of Local\nTransportation Funds; and\n(2) Find said action not subject to the California\nEnvironmental Quality Act.

AWARD OF CONSTRUCTION CONTRACT FOR\nPOLICE DEPARTMENT NETWORK CABLING\nIMPROVEMENTS\nRecommendations:\n(1) Award and authorize the City Manager to execute\na contract with Intelinet, Inc., in the amount of\n$287,500, for the construction of the Police\nDepartment Network Cabling Improvements;\n(2) Authorize the City Manager to approve project-\nrelated expenses and contract change orders for\nunforeseen circumstances in an amount not to exceed\n$57,500; and\n(3) Approve the transfer of an appropriation of\n$45,000 from the Furniture, Fixture, Equipment\nReplacement account to the Police Department\nNetwork Cabling Improvements project, bringing the\ntotal project budget to $345,000.

FIRST READING OF ORDINANCE ADDING\nPROPOSED CHAPTER 10.16 TO THE LAGUNA\nBEACH MUNICIPAL CODE, REGULATING E-\nBIKES AND OTHER ELECTRIC\nTRANSPORTATION DEVICES IN THE CITY\nRecommendations:\n(1) Introduce and waive first reading for an\nOrdinance titled, “AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, ADDING CHAPTER 10.16\n(ELECTRIC BICYCLES AND OTHER ELECTRIC\nTRANSPORTATION CONVEYANCES) TO TITLE\n10 (TRAFFIC) OF THE LAGUNA BEACH\nMUNICIPAL CODE TO ESTABLISH\nREGULATIONS ON THE OPERATION OF\nELECTRIC BICYCLES AND OTHER ELECTRIC\nTRANSPORTATION CONVEYANCES IN THE\nCITY, AND FINDING THE ACTION IS NOT A\nPROJECT REQUIRING FURTHER\nENVIRONMENTAL REVIEW UNDER THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT;\n(2) Direct staff to return with the Ordinance for a\nsecond reading at the April 8, 2025, Regular City\nCouncil meeting; and\n(3) Find that this Ordinance is not subject to the\nCalifornia Environmental Quality Act (“CEQA,”\nPublic Resources Code section 21000 et seq.) because\nit does not qualify as a "project" under CEQA, or in\nthe alternative, finding the Ordinance exempt from\nCEQA under State CEQA Guidelines 15061(b)(3).

LAGUNA CANYON ROAD COUNCIL AD HOC\nCOMMITTEE AND VISIT FROM THE\nMEMBERS OF THE CALIFORNIA\nTRANSPORTATION COMMISSION\nRecommendations:\n(1) For the month of April 2025, designate Mayor\nRounaghi as a temporary substitute for Council\nMember Whalen on the Council Ad Hoc Committee\nrelating to Laguna Canyon Road;\n(2) Clarify the discussion points that Ad Hoc\nCommittee members can make during an upcoming\nmeeting with members of the California\nTransportation Commission; and\n(3) The Ad Hoc Committee members report back at a\nfuture Council meeting regarding the meeting with\nthe CTC and results of the tour.
