DESIGNATION OF CITY NEGOTIATORS FOR THE COSTA MESA 25-241\nPOLICE MANAGEMENT ASSOCIATION (CMPMA), THE COSTA\nMESA POLICE ASSOCIATION (CMPA) AND THE COSTA MESA CITY\nEMPLOYEES’ ASSOCIATION (CMCEA) LABOR NEGOTIATIONS\nPROCESSES AND AUTHORIZATION TO PROCEED WITH THE\nFINANCIAL ANALYSIS OF THE CURRENT MEMORANDUMS OF\nUNDERSTANDING (MOU) PER THE TRANSPARENCY IN LABOR\nNEGOTIATIONS COUNCIL POLICY\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Designate City Manager Lori Ann Farrell Harrison as the City’s Principal\nNegotiator, Assistant City Manager Cecilia Gallardo Daly, Deputy City\nManager Alma Reyes, Human Resources Manager Kasama Lee and\nFinance Director Carol Molina as the City’s representatives in negotiations\nwith the CMPMA, CMPA and CMCEA.\n2. Authorize staff to have the independent fiscal analysis of the current\nCMPMA, CMPA and CMCEA MOUs completed per the requirements of the\nTransparency in Labor Negotiations Council Policy.\nAUTHORITY*
