10. First reading and introduction of a Ordinance No. 1517 amending the\nDefinitions Section 153.220.240 of the City of Baldwin Park's Municipal\nCode relating to Warehouses and Wholesale Sales and to revise Table\n153.050.020 as it relates to permitted and conditionally permitted uses in\nthe Industrial "I" and Industrial Commercial "I-C" zones and finding the\naction to be exempt from CEQA.\nIt is recommended that the City Council:\n1. Conduct a public hearing.\n2. Find the proposed ordinance is exempt from environmental review\nunder the California Environmental Quality Act (Pub. Resources\nCode, §§ 21000 et seq.) (âCEQAâ) and the State CEQA Guidelines\n(Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the\nordinance is categorically exempt from CEQA under Guidelines\nSection 15061(b)(3) (Common Sense Exception) since the adoption\nof an ordinance is not a âprojectâ and can be seen with certainty that\nthere is no possibility that the ordinance may have a significant\neffect on the environment, either directly or indirectly, and that\ntherefore no environmental review under CEQA is required.\n3. Introduce by first reading, by title only and waive further reading,\nOrdinance 1517, entitled: âAN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF BALDWIN PARK TO AMEND\nSECTION 153.220.240 OF THE MUNICIPAL CODE RELATING TO\nWAREHOUSES AND WHOLESALE SALES AND REVISE TABLE\n153.050.020 IN THE CITYâS MUNICIPAL CODE AS IT RELATES\nTO PERMITTED AND CONDITIONALLY PERMITTED USES IN\nTHE INDUSTRIAL âIâ AND INDUSTRIAL COMMERCIAL âI-Câ\nZONES AND FINDING THE ACTION EXEMPT FROM CEQA\nPURSUANT TO SECTION 15060(b)(3) OF THE CEQA\nGUIDELINESâ.\nREPORTS OF OFFICERS
