9. First Reading and Introduction of an Ordinance No. 1513 to Amend\nSections 153.040.070, 153.070.020, 153.120.350, 153.120.360 and\n153.120.370 of the Baldwin Park Municipal Code Relating to Accessory\nDwelling Units and Junior Accessory Dwelling Units and Finding the\nAction to be Statutorily Exempt from CEQA\nIt is recommended that the City Council:\n1. Conduct a public hearing.\n2. Find the proposed ordinance is exempt from environmental review\nunder the California Environmental Quality Act (Pub. Resources\nCode, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines\n(Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the\nordinance is categorically exempt from CEQA under Guidelines\nSection 21080.17, which exempts the adoption of an Accessory\nDwelling Unit ordinance to implement the provisions of Section\n66310, et. seq. of the Government Code, and that therefore no\nenvironmental review under CEQA is required.\n3. Introduce by first reading, by title only and waive further reading,\nOrdinance 1513, entitled: “AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA\nAMENDING THE BALDWIN PARK MUNICIPAL CODE, TITLE XV,\nLAND USAGE, CHAPTER, 153, ZONING CODE, SECTIONS\n153.040.070, 153.070.020, 153.120.350, 153.120.360 AND\n153.120.370 RELATING IN COMPLIANCE WITH CHANGES TO\nSTATE ACCESSORY DWELLING UNITS LAW ENACTED UNDER\nASSEMBLY BILL 2221, SENATE BILL 897, SENATE BILL 477,\nASSEMBLY BILL 2533, AND SENATE BILL 1211 AND FINDING\nTHE ACTION TO BE STATUTORILY EXEMPT FROM CEQA\nUNDER PUBLIC RESOURCES CODE § 21080.17 ”.
