18. AUTHORIZATION TO PROCEED WITH PHASED MICROGRID\nDEPLOYMENT USING A HYBRID SOLAR PURCHASE AND\nBATTERY LEASE MODEL FOR CERTAIN CITY FACILITIES\nRecommendations:\n(1) Approve proceeding with microgrid implementation under the PV Direct\nPurchase + BESS Lease model, Option 3, for a 24-hour ride-through at City\nfacilities;\n(2) Authorize staff to prepare an agreement with Staten Solar for microgrid\ndeployment which includes:\na. Phase I (FY 2025)\ni. Fire Station 2\nii. Fire Station 3\nb. Phase II: All other sites to be included in the 10-year CIP, with\na goal of completion by 2033 to maximize the Investment Tax\nCredit 30% threshold program; and\n(3) Direct staff to monitor changes in technology costs, grant opportunities,\nand site conditions, and return to Council with updates or proposed\nadjustments to the deployment strategy as needed.
