A. Citywide Compensation Study and Related Actions\nIn 2024, the City engaged Public Sector Personnel Consultants to review and make\nrecommendations to the compensation structure for all City positions and propose\nstrategies for improvement. This report summarizes the study’ s findings and its\nconnection to the recommended compensation adjustments. Additionally, staff\nrecommends aligning below-market salaries with current market rates.\nRecommendation: That the City Council take the following actions:\n1. Receive and file the Citywide Total Compensation study report provided by\nPublic Sector Personnel Consultants.\n2. Adopt Resolution No. 2025- 20, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, AMENDING THE\nCOMPREHENSIVE SALARY SCHEDULE TO MEET THE\nCALIFORNIA CODE OF REGULATIONS TITLE 2,\nSECTION 570. 5 AND 571 TO REFLECT APPROVED RATES\nFOR ALL EMPLOYEES OF THE CITY OF ROSEMEAD\n3. Approval to bring back a salary adjustment resolution for Rosemead Employee\nAssociation after a meet and confer with Rosemead Employee Association\nAFSCME Local 321 representatives.
