Accept Completed Improvements and Authorize Filing of a Notice of Completion\nfor City Project No. 41026 – Rosemead Park Restroom Renovations\nOn November 12, 2024, the City Council approved the award of a construction\ncontract to Bridgerock Construction, Inc. The total construction budget for the\nproject, which included a 10% construction contingency, was $ 284, 680. 00. The\nproject involved the renovation of deteriorated structures including installation of\nADA- compliant fixtures, restroom stalls, plumbing upgrades, interior surface\nmodifications, and lighting improvements. During construction, several change\norders were necessary due to unforeseen adjustments to an existing concrete masonry\nwall and the actual thickness of the existing concrete slab flooring that were not\nshown on the project plans. All contractual items, including the unforeseen change\norder, have been completed and accepted by city staff as substantially complete and\nthe restrooms have been reopened to the public. However, after reopening, staff\nrequested additional work to address a couple of maintenance concerns. These\ninclude closing an opening above the main gates that allows unauthorized access to\nthe restrooms and modifying the flooring surface to reduce slipping. Notably, these\nadditional tasks do not impact the project’ s completion date.\nRecommendation: That the City Council take the following actions:\n1. Accept the substantial project completion for the Rosemead Park Restroom\nRenovation Adjacent to Aquatic Center – City Project No. 41026 as performed\nby Bridgerock Construction, Inc. with the final contract amount of $275,890.44;\nand\n2. Authorize the recordation of Notice of Completion with the Los Angeles County\nRecorder and the release of retention funds 35 days thereafter.

Accept Completed Improvements and Authorize Filing of a Notice of Completion\nfor City Project No. 24009 – Fiscal Year 2024-2025 Concrete Replacements\nOn December 10, 2024, the City Council authorized the award of a construction\ncontract to CT& T Concrete Paving, Inc. with a total construction budget of\n390,487.08 ( including 10% construction contingency). This project included\nremoval and replacement of existing damaged sidewalks, damaged curb and gutter,\nnon-compliant ADA curb ramps, damaged concrete crosswalk headers, and removal\nand replacement of existing trees that have caused damage to concrete infrastructure\nwithin the City’ s right-of-way.\nRecommendation: That the City Council take the following actions:\n1. Accept project completion for the Fiscal Year 2024-25 Concrete Replacement\nProject No. 24009 as performed by CT& T Concrete Paving, Inc. with the final\ncontract amount of $386,125.29; and\n2. Authorize the recordation of Notice of Completion with the Los Angeles County\nRecorder and the release of retention funds 35 days thereafter.

A. Citywide Compensation Study and Related Actions\nIn 2024, the City engaged Public Sector Personnel Consultants to review and make\nrecommendations to the compensation structure for all City positions and propose\nstrategies for improvement. This report summarizes the study’ s findings and its\nconnection to the recommended compensation adjustments. Additionally, staff\nrecommends aligning below-market salaries with current market rates.\nRecommendation: That the City Council take the following actions:\n1. Receive and file the Citywide Total Compensation study report provided by\nPublic Sector Personnel Consultants.\n2. Adopt Resolution No. 2025- 20, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, AMENDING THE\nCOMPREHENSIVE SALARY SCHEDULE TO MEET THE\nCALIFORNIA CODE OF REGULATIONS TITLE 2,\nSECTION 570. 5 AND 571 TO REFLECT APPROVED RATES\nFOR ALL EMPLOYEES OF THE CITY OF ROSEMEAD\n3. Approval to bring back a salary adjustment resolution for Rosemead Employee\nAssociation after a meet and confer with Rosemead Employee Association\nAFSCME Local 321 representatives.

B. Consideration and Introduction of an Ordinance of the City Council of the City of\nRosemead, California, Amending Chapter 12.44 of Title 12 of the Rosemead\nMunicipal Code Relating to Park and Recreation Areas Hours of Use and\nEnforcement\nCity staff in conjunction with the Chief of Police have been looking at ways to\naddress public safety issues that are effecting the residents and community of\nRosemead. One area that has been a source of ongoing public safety issues relates to\nindividuals remaining in City parks and recreation areas after park hours have ended.\nThe proposed Ordinance will establish park and recreation hours and provide an\nenforcement process to exclude violators in addition to criminal violations.\nRecommendation: That the City Council consider, introduce by title only, and waive\nfurther reading of Ordinance No. 1028, entitled:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, AMENDING CHAPTER 12.44 OF\nTITLE 12 OF THE ROSEMEAD MUNICIPAL CODE\nRELATING TO PARK AND RECREATION AREAS HOURS OF\nUSE AND ENFORCEMENT
