WILDFIRE PREVENTION PROGRAM - UPDATE ON CURRENT ACTIVITIES,\nAND PROPOSED EXTENSION OF THE CITY’S PILOT GOAT-GRAZING\nPROJECT, AND EXPANSION OF THE WEED ABATEMENT PROGRAM,\nINCLUDING A REQUEST TO AWARD A NEW PROFESSIONAL SERVICES\nCONTRACT TO E. STEWART AND ASSOCIATES, INC. FOR WEED\nABATEMENT SERVICES, RELATED SUPPLEMENTAL APPROPRIATIONS\nAND MAKING FINDINGS UNDER THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT\n(Agendized by Councilmember Cabral, with the support of Mayor Knoblock and\nCouncilmember Loeffler, at the April 15, 2025 City Council meeting.)\nStaff Recommendation\n1. Approve Resolution No. 25-116 which will appropriate $100,000 in Account\nNo. 001-452-43890, to extend the Pilot Goat-Grazing Project until March 31,\n2026, and direct City staff to initiate a Request for Proposals process to\nestablish a contract for goat grazing services, and determine that the project\nis statutorily and categorically exempt from the California Environmental\nQuality Act under various provisions.\n2. Approve Resolution No. 25-117 which will confirm the City’s commitment to\nthe 25% match for the Hazard Mitigation Grant Program (HMGP) application\nof up to $2,137,500 anticipated to be covered by in-kind contributions of\nlabor and services, contributions from private property owners such as\nHomeowners Associations (HOAs) for the aspects of the project occurring on\nprivately-owned open space, volunteer labor, potentially other state and\ncounty grant sources, and the City's General Fund.\n3. Approve Resolution No. 25-118 which will approve, and authorize the City\nManager to execute, Contract No. C25-42, by and between the City of San\nClemente and E. Stewart and Associates, Inc., providing for the Weed\nAbatement Program, consisting of weed abatement and related\ndefensible-space clearance services, in an amount not to exceed $256,060,\nfor a five-year term, and appropriate an additional $96,060 to Program 452 Weed Abatement: $45,160 in Account No. 001-452-43470 and $50,900 in\nAccount No. 001-452-43890.
